| In recent years,LNG(hereinafter referred to as "LNG")is China’s vigorous development of the industry.China is planning and implementing coastal LNG projects in coastal provinces such as Guangdong,Shanghai,Fujian and Zhejiang.These projects will eventually form a coastal LNG receiving station and transportation network.In the past and the next few years,the LNG industry is in a period of rapid development.LNG terminal is a place for receiving,storing and gasifying LNG.Due to the flammable and explosive nature of LNG,the risk level of safety production accidents at LNG terminals is also high.Throughout the country,all built,under construction or proposed The LNG terminal project,its LNG design reserves have constituted a major source of major hazards.Once an accident occurs,it will cause unpredictable catastrophic losses,and the safety management situation of LNG terminals is severe.During the operation of the LNG terminal,security issues will become more and more obvious.In recent years,with the increasing emphasis on safety and stability in China,the task of safety production is becoming more and more arduous.Under the condition that the construction scale of LNG terminal s is gradually growing,it is of great significance to study the safety risk assessment index system of LNG receiving stations.This paper first analyzes the industrial development process,safety management status and risk causes of LNG receiving stations;then uses different methods to analyze and analyze the risks of LNG receiving stations by taking LNG storage areas and terminal loading and unloading areas as examples.The risk is decomposed layer by layer,combined with the security risk assessment activities carried out by the current LNG terminal,and suggestions for improvement of the current LNG terminal security evaluation activities are proposed,thus establishing a more reasonable theoretical evaluation system and ideas;using the risk matrix and introducing more The level extension formula quantifies the risk matrix and obtains the risk level of each block of the LNG terminal.Therefore,the LNG terminal security risk assessment index system is explored from both qualitative and quantitative aspects.Taking the LNG receiving station terminal loading and unloading area in S city as an example,this paper analyzes the risk factor evaluation index and the possibility of failure in detail,analyzes the failure of the other four areas in the same way,and finally concludes that the current S city From the overall situation,an LNG terminal is still in a low-risk situation.The existing protection measures and related maintenance work can still meet the daily operation needs of the entire receiving station.The paper concludes the paper and proposes relevant suggestions for the shortcomings of the current LNG terminal security risk assessment system. |
