With the development of economy,the acceleration of urbanization and the change of people's life style,the amount of MSW produced in urban areas is constantly increasing,causing serious environmental pollution and waste of resources.As the economic,political and cultural center of our country,Beijing has a particularly serious problem of municipal solid waste.According to statistics,MSW in Beijing will grow at an annual rate of 8%.By 2016,the volume of MSW transported and cleared has reached 872.6 million tons.Large amounts of rubbish are landfilled,occupying land,polluting the environment and wasting resources.In order to tackle the harsh waste problem,Beijing has invested a great deal of manpower,material resources and financial resources in taking various waste management measures.It has started to implement a waste separation pilot program to change the way garbage charges are collected and put forward "reduction and resource reduction of MSW and harmless " governance philosophy,but with little effect.The topics of waste management research are mainly from waste charging and terminal harmless processing to source reduction.Until now,the focus of waste management is on the issue of recycling and reduction of waste under the perspective of circular economy.Realizing the reduction and recycling of the entire waste process is of great significance for realizing the decoupling of garbage emissions from economic growth and sustainable urban,economic and social development.The whole process of urban solid waste material flow reduction management,reflects the management principle of avoiding priority,optimizing the control of the entire process.In order to explore the model of waste reduction in Beijing and to reduce the amount of waste produced,this paper makes the following research: Firstly,the status quo and influencing factors of MSW in Beijing are analyzed in depth;a DEA model with three inputs and three outputs evaluates the management efficiency of municipal solid waste and compares it by region,and analyzes the "super efficiency" of DEA effective cities.The Tobit model is used to analyze the influencing factors of municipal solid waste management efficiency.Secondly,based on the analysis of the process of MSW production and disposal,the material metabolism framework of MSW is constructed and the index system of MSM is put forward.Based on the existing data,the gray model is used to analyze the MSW production in the next five years and made a prediction.Then,taking the waste paper as an example,the material circulation process of the waste paper was analyzed,and a reduction index system based on the whole process was constructed.Finally,the research results of this paper are summarized,and the problems to be further solved are put forward.The main contents of this dissertation are as follows: Firstly,the DEA + Tobit model is used to analyze the efficiency of waste management in Beijing at this stage.The waste management in Beijing is effective at DEA,but there are many problems;residents' awareness of environmental protection,waste disposal technologies and government policies Plays an important role in the management of rubbish.The problem of rubbish ultimately comes from the management problems and the residents' cognition-attitude-behavior problems.Secondly,based on the concept of "garbage reduction priority",this paper constructs the material metabolism analysis framework of municipal solid waste and calculates the index system of garbage metabolism.The gray model calculates that the total amount of garbage in Beijing will reach 1,106,900 Ton by 2020.Finally,taking the waste paper as an example,it can be calculated that the waste paper can be reduced by 2.13 million tons,the waste paper has huge potential for reduction,good economic,social and environmental benefits,and the management of waste paper reduction Mechanism,implementation mechanism,incentive mechanism and safeguard mechanism.
