A Study On The Disposal Of Municipal Solid Waste In Cities Based On M-S Model

Increasing domestic waste is one of the problems brought about by the construction of urbanization.Going deep into the construction of urbanization throughout the city,the predicament of being surrounded by waste has become a great problem in plenty of main cities.The most direct impact of the increase in the output of municipal solid waste is to cause pollution to the social and natural environment.In addition,domestic waste is also misplaced resources.A large part of the city life garbage can be recycled.If we can make full use of municipal solid waste,we can save most of the resources and reduce unnecessary waste.According to the relevant practical experience at home and abroad,the way to realize the maximum value of municipal solid waste is the classification and treatment of domestic waste.Therefore,the implementation of China's urban household garbage classification policy has been recognized by the parties.However,with the passage of time,the problem in the implementation process of urban household garbage classification policy began to expose.According to the characteristics of the mode of Chinese public policy implementation,the M-S model is used to analyze the implementation of the urban household garbage classification policy in Nanjing.According to M-S model,the execution process of the urban household garbage classification policy in Nanjing is divided into three stages:the output of the policy,the effects of the policy and the modification of the policy;The factors affecting the implementation of public policies are divided into controllable factors,regulatory factors and non-regulatory factors,involving a total of 17 specific factors.Nanjing City is one of the earliest cities in China implementing the urban household garbage classification policy.Therefore,this paper takes Nanjing city as an example.With the comprehensive use of essay research,field survey,case analysis and other research methods,we go deep into the study of the implementation of the the urban household garbage classification policy in Nanjing.Through the analysis of the problems in the implementation process of the Nanjing municipal solid waste classification policy,the root causes of the policy implementation of the obstruction were analyzed.At the same time,compared with the situation of the urban household garbage classification policy in Taiwan and Japan,it's necessary for the urban household garbage classification policy in Nanjing to be adjusted.Through the research,it's obvious that during the implementation of the urban household garbage classification policy in Nanjing,the the legal system need to be perfected,and related operation should be optimized;it's important to strengthen supervision system and optimize administrative structure in order to improve the executive ability;it's the guarantee for the realization of policy to involve more participants and enhance the enthusiasm of them;it's necessary to foster different kinds of participants,especially different related organizations;it also needs to optimize the PR approach to strengthen the basis of public participation.All in all,the urban household garbage classification policy in Nanjing needs to be implemented for a long time.Due to various aspects of society,Nanjing needs to establish a complete system of garbage classification,including different participants from different fields,to realize the social cooperation,so that it will be more easy to promote the policy process.
