| At present,the baiyangdian river basin water pollution,ecological water shortage,ecological function decline and other ecological environmental problems have seriously affected the "kidney of north China" function of baiyangdian.For males,the Xionganxinqu new city construction "five to one",to create the goal of ecological livable cities,protect baiyangdian lake watershed ecological economic role,must in the perspective of river basin,seize the key.And pay attention to the carbon source management,overall coordination management,with practical and feasible legal system to protect the baiyangdian river basin ecological protection,for the sake of area environmental innovation and development.Based on the carbon footprint theory and empirical investigation,this paper has carried on the empirical research about the present situation of the ecological environment of baiyangdian lake basin.From two aspects of reducing carbon emissions and increase carbon sinks,this paper has carried on the system analysis and argument about baiyangdian lake watershed of the innovation and legal system improvement of ecological protection,in order to promote hebei baiyangdian watershed protection system innovation,promote male Ann new system construction of environmental protection.This paper mainly introduces the carbon footprint theory,determines the carbon footprint model suitable for analyzing the ecological problems of the river basin.This paper introduces the current status of the carbon footprint in baiyangdian drainage area,summarizes the characteristics of the carbon footprint in baiyangdian drainage area,and then analyzes the influencing factors of the carbon footprint.Based on the background of reality,this paper forecasts the trend of carbon footprint,and defines the key areas of carbon footprint legal system guarantee.From the aspects of carbon emission reduction,increase of carbon sink,and strengthening of supervision,the current status and defects of baiyangdiandian legal system are summarized and analyzed.Then,the system can be used for reference in two aspects.On the one hand,the legal system related to carbon footprint of foreign basins can be used for reference,and on the other hand,the system of carbon footprint of domestic basins can be used for reference.Finally,according to the existing problems of the existing legal system,put forward the proposal to improve the characteristics of baiyangdian river basin.Aiming at reducing the carbon emission and increasing carbon sink in baiyangdian river basin,some Suggestions on water resource development,water pollution prevention and control,wetland protection,ecological protection related supporting mechanisms and ecological protection legislation in Xionganxinqu are proposed. |
