Evaluation Of Sustainable Development Of Lake Tourism From The Perspective Of Stakeholders

Since the 19 th National Congress,China has opened a new era of promoting ecological civilization.This requires the tourism industry to implement the sustainable development strategy and play a positive role in the construction of ecological civilization.However,lake tourism,one of the main types of tourism,has accumulated a series of problems such as the the issue of community empowerment,the uneven distribution of benefits,product homogeneity,social responsibility over the past few decades of development.These problems have seriously hindered the sustainable development of lake tourism.One of the important causes of the problem lies in the conflict of the interests among stakeholders of lake tourism.This study started from the perspective of the root cause of the problems,the stakeholders of lake tourism,and built an evaluation system for the sustainable development of lake tourism.In combination with existing literature,12 primary indicators and 43 quantifiable secondary indicators regarding economic and management departments,cultural and tourism management departments,environmental management departments,water conservancy management departments,urban water supply agencies,upstream and downstream water enterprises,tourism management enterprises,and local residents living on lakes were identified through questionnaires.On this basis,the analytic hierarchy process and Delphi method were used to compare the importance of each index in the evaluation index,comprehensively empower and dimensionless indicator data,and finally obtained the lake tourism sustainable development evaluation index system.Empirical tests were carried out using multi-dimensional data regarding government departments,related enterprises,local communities and pressure groups in Dianshan Lake,Shanghai.The results showed that tourism sustainable development was still at a low level.For the weak items such as financial policy,corporate responsibility,community participation,water quality grade,and talent employment,management inspiration is drawn from the perspective of stakeholders.First,handle the relationship between the government and related enterprises,introduce tourism finance policies,and stimulate new vitality of market players;Improve corporate performance of social responsibility information disclosure mechanism and incentive system,stimulate awareness of sustainable development;Clarify regional orientation and resolve products Qualitative issues.Second,handle the relationship between the government and local communities,promote community empowerment and income,build a multi-party linkage development mechanism;Strengthen lake water quality monitoring and improve environmental protection mechanisms.Third,handle the relationship between the government and tourism practitioners,innovate and improve employment support policies,improve the income level of practitioners;improve the talent introduction and training mechanism,and build a high-quality talent team.
