| Strategic environmental assessment (SEA) involves consideration of law, policy, plan and program in estimating environment on strategic levels and procedure of adopting such strategies and their alternative approaches to evaluate environment systematically and comprehensively. Scholars from home and abroad have done a lot of researches involving the context, principle, work procedure, public participation, appraisal methods and indicator system for SEA. Certain laws or directives have been passed and implemented in these countries or areas. However, we can always find in the study and fulfillment of SEA that its work objective is ambiguous, its appraisal target is unclear, its theoretic support for indicator system is insufficient, and that its methodical system is imperfect.Ensuring the environmental sustainable development in involved regions is confirmed as the direct work objective, by research the relationship between the SEA and the sustainable development. And environmental sustainable development system means an interacting and environmentally comprehensive system including resources, environment and society. So the assessment criteria from the three aspects provide a theoretical basis for building the SEA indicator system. Then based on the work objective and assessment content, structure model of indicator system for SEA can be concluded as a hierarchic indicator system based on Driving force-Status-Responses (DSR) model. Furthermore, one set of the SEA indicator system is built for the SEA of regional integrated planning. Meanwhile, its application is analyzed in terms of the acquisition of both indicator data, assessment criteria, and implementation of assessment. Finally, in accordance to the theoretical research, taking example for the Hengshui City Water Resources Integrated Planning, the SEA indicator system of this planning is established, and the weight of indicators is defined by combining Delphi technique and Analytic Hierarchy Process.The set of the SEA indicator system built in this dissertation can provide the theoretical support and for the SEA of regional integrated planning and special planning in future, and the practical application in Hengshui city can be used for reference. |
