Study On The Cooperation Problems And Countermeasures Between Local Governments In Qingjiang River Basin Water Pollution Governance

With the development of social economy and the improvement of industrialization,the pollution problem of Qing Jiang river basin is prominently increasing.That problem seriously threaten the safety of resident's drinking-water and daily life.Despite our country have passed a series of policies and regulations,and the local governments try there effort to solve the problem.The pollution of Qing Jiang river became more serious.The reason are as follows,the economic and the process of urbanization developed too fast,the awareness of public environmental protection is poor,and the cooperation between local governments was lack of effective mesures in the process of river basin water pollution governance.Besides,the Qing Jiang river basin water pollution governance was influenced by governments respective interests,administrative system environment,leading each local goverment gose their own way,which seriously hampered water pollution governance.Qing Jiang river basin water pollution governance has attract more abd more attention from all society.In the first,this paper concludes relative studies at home and abroad about the water pollution control of water pollution governance.Then,mesures are analyzed,which are how to strengthen the cooperation of local governments to control water pollution based on the theory of intergovernmental relation theory and public goods theory.Finally,proposals to reinforce cooperation between local governments are put forward according to our problems by analyzing the existing problems and factors in Qing Jiang river basin water pollution governance.The concrete mesures are as follows.Firstly,enhance cognitive concept cooperation and deepen the cooperation of local government.Secondly,promote internal cooperation between government agencies through realizing management mechanism innovation.Thirdly,deepen cooperation mechanism to guarantee intergovernmental cooperation.
