Study On The Rule Of Law In The Cooperative Governance Of The Pearl River Basin

In the process of coordinated governance of the Pearl River Basin,it is very necessary to coordinate governance with legal rules.At this stage,the coordinated governance of the Pearl River Basin has formed a variety of legal methods,and to a certain extent,the administrative forces in the Pearl River Basin have been effectively coordinated to control water pollution,and certain results have been achieved.But there are still some problems to be solved.To this end,this article analyzes the problems in the legalization of coordinated governance of the Pearl River Basin,draws on the experience of other river basin governance,based on the actual governance of the Pearl River Basin,and strives to build a scientific Pearl River basin by improving legislation,law enforcement,and judicial coordination mechanisms in the basin.The coordinated management of the watershed is based on a legal mechanism,and the use of legal methods is used to protect the water resources of the Pearl River Basin in order to realize the sustainable development of the Pearl River Basin.This article focuses on the topic and is divided into four chapters:The first chapter is an overview of the legalization of coordinated governance in the Pearl River Basin.It defines the concept of coordinated governance in the Pearl River Basin and introduces the characteristics of coordinated governance in the watershed.On this basis,it introduces the legalization method in the coordinated governance of the Pearl River Basin at this stage,and summarizes the results of the legalization of the coordinated governance of the Pearl River Basin.The second chapter is about the problems existing in the process of legalization of coordinated governance of the Pearl River Basin.Including the imperfect legislative system,insufficient administrative law enforcement,and insufficient judicial coordination in the coordinated governance of the Pearl River Basin,it specifically analyzed the defects of the current system.The third chapter is the experience and reference of river basin governance.By studying the "Law of the People’s Republic of China on the Protection of the Yangtze River",it analyzes the beneficial experience of the Yangtze River Basin and environmental governance from the aspects of river basin legislation,administrative management models,and environmental judicial operations.The fourth chapter proposes countermeasures to improve the legalization path of coordinated governance of the Pearl River Basin.In response to the problems exposed in the coordinated governance of the Pearl River Basin,we adhere to the problem-oriented approach and elaborate on the three aspects of improving legislative coordination,strengthening law enforcement coordination and building judicial coordination,and put forward feasible suggestions.
