Price reform is an important part of the market-oriented reform of public utilities.The purpose of price reform is to give full play to the leverage of prices,promote the rational pricing of public utilities,and promote the optimal allocation and rational use of resources.There are two pricing models for public utilities in China,namely,the pricing mechanism of government pricing and marketization.In different periods of national economic development,the application of each mechanism has its own focus.With the development of the economy,the market-based price formation mechanism has become the trend of public utility reform.Many industries in the public sector involve market-oriented price formation mechanism reforms,such as water,power supply,gas supply,public transportation and telecommunications.However,the market-based price formation mechanism is applied late in the public utilities sector in China,and the provisions of the law on the market-based price formation mechanism of public utilities are relatively imperfect,resulting in many problems appearing in the implementation of the market-based price formation mechanism of public utilities..Therefore,this paper takes the market formation mechanism of public utilities as the research object,and analyzes the legislative status,practice status and government management status of the market-based price formation mechanism of public utilities through literature research and data analysis methods.The development status of the price formation mechanism of the marketization of public utilities in China.It is concluded that the main problems in the implementation of the market-based price formation mechanism of public utilities in China are as follows: First,the lack of legal basis includes the lack of specialized laws,the pricing of some administrative regulations lacks market mechanism,and the pricing of some regulations.There may be conflicts between the more ambiguous and normative documents and the upper-level law;the second is the problems in practice,including the narrow coverage of the market-based price-forming mechanism of public utilities and the lack of market vitality in the pricing method.Finally,the management problems of the government in practice.Including the scope of cost supervision and examination,excessive price intervention and price compensation.The solution of these problems is an important basis for constructing and perfecting the legal system of the market-based price formation mechanism of public utilities.Aiming at the problems existing above,a series of perfect countermeasures are proposed,including: formulating special laws,introducing market mechanisms into administrative regulations,refining the contents of regulations,resolving conflicts between normative documents and superior laws;and improving the market-based price formation mechanism.The proportion of industry coverage in public utilities,the market vitality of market-based price formation mechanism in public utility pricing;the reduction of cost supervision and examination scope,the reduction of price intervention,and the optimization of price compensation methods to ensure the market formation mechanism of public utilities in China The smooth development of the legal countermeasures to improve the market-based price formation mechanism of public utilities in China.
