Dongguan City Renewable Resources Recovery Network Research

With the establishment of the industrial system in our country and the improved level of productivity,the national economy has developed rapidly after 40 years of reform and opening up.Along with the achievement of social material wealth,people's living standards have been improved greatly.Huge production from manufacturing industry has generated a lot of industrial waste.Rich consumption of life also generates much daily-life waste.The figures are increasing.Quite a part of the materials can be reused through the appropriate means of recycling and processing,which has given rise to the rapid development of the waste recycling market.But for a long time,the government,enterprises and public hold wrong ideas toward the recycling industry.There are many blind spots in the supervising of the industry,such as incomplete system,various authorities,which prevent the development of the recycling industry.Based on ecological governance theory as the instruction,according to the construction of renewable resources recovery network as the main research object,the system combed the renewable resources network construction process,the main practice and achievements of the government in the process of construction,which mainly build a unified and open market,standardize the order of the recycling network management,forme a "four" recycling network and five the integration of market regulation system is established.This paper points out the dongguan renewable resources recovery has not formed a scale and industrialization of the network construction,there is a larger gap between the network construction and development target.Scattered branches easily cause lack of security and the violation behavior which is a result from the flow of personnel management occurs frequently,and lack of guidance to the public cause social problems such as insufficient cognition of renewable resources recovery network construction.This paper analyzes the cause of the problems,which mainly include the imperfect management system,the government's lack of overall planning and management of recycling outlets,the government's lack of cultivation and support for leading enterprises in the industry,the government's insufficient financial support,and the people's awareness of renewable resources training and attention is not enough.Finally,combining with domestic and international renewable resource recycling network construction experience,this paper put forward the suitable for dongguan renewable resources recovery related Suggestions and countermeasures of the construction of the network,which mainly include perfecting management system,strengthening the overall planning,cultivating and supporting the industry leading enterprises,increasing financial support and social forces,strengthening the propaganda and training,etc.,aiming to find out renewable resource recycling network policy for some government related functional departments for reference that have important practical guiding significance.At the same time,the construction of renewable resources recycling network is of great social and economic significance to vigorously develop the renewable resources industry,realizing the sustainable development of China's economy and the harmony between human and nature.
