Study On The Governance Of Renewable Resources Industry In Xi’an

With the constant development of the economy of our country,the production of solid waste such as household garbage,industrial refuse,and construction waste increased ceaselessly.In the context of achieving garbage “reductions,technology and resources” through the garbage classification system pursued by various regions and the strengthening of environmental supervision,the exploitation mode of resources has changed rapidly,the major domestic cities have paid more attention to mining the city’s resource including Xi’an.The improper management of renewable resources in Xi’an would not only waste massive available resources but also pollute the ecological environment seriously,affect the living conditions of citizens,restrict ecological civilization construction,and the sustainable development of Xi’an as an international metropolis.Therefore,how to govern the renewable resources industry effectively has become an important topic of current public governance of Xi’an.This academic dissertation was written based on the theory of public governance and Sustainable Development Theory,and the analytical framework of “governance goal,governance body,governance target,governance implement” towards renewable city resources.In this work,we have analyzed the current situation of renewable resources governance,discovered the practical issue of “unfulfillment of governance objective,incoordination of multi-subject,low comprehensive utilization,and weak industrial competitiveness”,and analyzed the deep reason of “non-match of policy support,an unfulfillment of governance subject,slow progress of two-network integration,imbalance of industry development” through multiple research method such as literature investigation,field visit,comparative research,data analyzation,etc.Meanwhile,we finally presented the optimal strategies of “multi-participation,two-network integration,industrialized development,policy drive” under the reference of living garbage governance experience both domestic and foreign,which could be achieved through 4 pathways: arousing multi-subject to synergetic governance,completing the recovery system represented by ‘two-network integration’,encouraging the development and innovation of leading enterprises,and guiding the development direction of renewable resources industry by policy,then significantly improve the governance level upon renewable resources of Xi’an.
