China is in the torrent of Reform and Opening-up,and the development of coal mining enterprises is always related to the success or failure of the reform.Coal mining is mostly a high-risk industry.The occurrence of serious and extraordinary accidents has brought huge losses to the development of national economy in terms of human and property.The implementation of coal mine risk pre-control management system has made great progress in the safety management of the coal mine industry.The number of coal mine accidents and the death rate per million-ton coal have been declining.Coal mine enterprises have realized innovation in management and technological progress.However,due to the lack of systematic and scientific in the implementation of the coal mine risk pre-control management system,its defects are gradually revealed,and the development trend of safety fluctuates.Therefore,in order to solve the problems encountered in the implementation,it is necessary to evaluate the effectiveness of the implementation process.This paper constructs an assessment indictor system,uses subjective and objective evaluation method combined with TOPSIS to evaluate the system,and puts forward policy recommendations for the development of coal mines based on the evaluation results.Firstly,this paper introduces the concepts of risk management and management effectiveness,and analyses the operation mode of coal mine risk pre-control management system,and introduces the relationship between four aspects of system elements and PDCA cycle.On this basis,through the method of literature research and case analysis,consulting a large number of documents,the influencing factors of relevant literature research will be extracted and integrated.Then the influencing factors of accidents are extracted according to the case analysis of the past five years and the causes of accidents.Therefore,all the influencing factors of literature research and accident cases are integrated and classified.In the end six first-level indicators including risk pre-control management,safety assurance management,personnel safety management,production equipment management,auxiliary management,inspection,audit and evaluation system management and 33 second-level indicators are preliminarily constructed.Secondly,following the principle of objectivity and scientificity,the paper designs a questionnaire and analyzes the reliability of the questionnaire.The first-level index and the second-level index Cronbach's ? are distributed between 0.80 and 0.97.And after deleting the item,there is not much improvement in Cronbach's ? value,so the reliability level of the questionnaire is high and the next step can be analyzed.Then,based on the principle of factor analysis,the validity of the index is analyzed,and the value of the KMO statistic for setting 33 items meets the requirements,so it is suitable for factor analysis;And the cumulative contribution rate of principal factors calculated by SPSS is 67.72%,which proves that the chromatogram in the initial index system has higher rationality.In order to reflect the objectivity combined with the correlation coefficient analysis method and the coal mine's assessment data to solve the correlation coefficient between the indicators,according to the basic principle of the correlation coefficient analysis method,to solve the employee's cultural quality,employees' safety awareness and safety attitude,transportation equipment integrity rate The correlation coefficient values are all over 0.90,and they are deleted to complete the optimization of the indicators.Thirdly,on the basis of the index construction,the weights of the indicators are obtained by using the analytic hierarchy process and the entropy values respectively.In order to overcome the shortcomings of the single method,the combination of the two is used to obtain the combined weights of the primary and secondary indicators and lay the foundation for the next evaluation.Finally,through the introduction of TOPSIS model,the evaluation model is constructed.Taking M Coal Mine as an empirical example,the closeness matrix is obtained by solving the Euclidean distance of the positive and negative ideal solutions according to the basic steps of TOPSIS,and then calculating the combined weights.According to the division of the effectiveness level,it is concluded that the effectiveness level of M Coal Mine at level II is more effective.Moreover,according to the analysis of the closeness matrix,the effectiveness of the safety factor management and inspection,review and evaluation of the production system of the coal mine is relatively low.Therefore,it is necessary to strengthen the management of these two aspects,as well as supervision and management of other aspects.Based on this,it provides policy recommendations for the improvement of M coal mine management,and promotes the safe and efficient development of M coal mines.
