As a province of livestock and poultry breeding,Sihuan Province has achieved considerable development in livestock and poultry husbandry.At the same time,it has also promoted the transformation of the livestock and poultry industry in Sichuan from a traditional free-range mode to an intensive and large-scale rearing mode.Although large-scale farming can reduce the cost of livestock and poultry breeding and raise the breeding efficiency,it also lead to an increase in the density of livestock and poultry excreta.It is estimated that in 2015,the livestock manure production in Sichuan Province reached 204 million tons,and the farmland load reached 20.43t/hm2.In particular,livestock farmers do not have strong awareness of environmental protection,and their willingness to prevent pollution is not strong,which results in the lack of effective treatment of existing livestock and poultry manure.It not only causes pollution to the environment of air,water,and soil,but also to human health.Therefore,to explore the environmental pollution of livestock and poultry in Sichuan Province,and to ensure that the livestock and poultry husbandry industry continues to develop rapidly,it will become an important task for the development of the livestock and poultry industry in Sichuan Province by improving the willingness of livestock and poultry farmers to control pollution.This article first analyzes the development status of livestock and poultry husbandry in Sichuan Province,the status of pollutants discharged from livestock and poultry,and the current status of environmental pollution prevention and control by livestock and poultry farmers.Second,with the theory of planned behavior,a binary Logistic model is used to analyze the influencing factors of the livestock farmers' willingness to prevent and control the environment from a microscopic perspective;Finally,in order to promote the farmers' willingness to prevent and control,put forward the countermeasures for environmental pollution prevention and control of livestock farmers in Sichuan Province.The main findings are as follows:(1)Sichuan Province livestock and poultry industry has been developing steadily,and animal husbandry production capacity is greatly improved.Using the theory of agriculturalenvironmental economics,the quantity of livestock and poultry excrement of pigs,cattle,sheep and poultry in 21 cities of Sichuan province was estimated by the emission coefficient method.Empirical research shows that only Aba,Ganzi and Liangshan did not cause regional pollution,and The rest areas were polluted by livestock and poultry at different levels.(2)In a survey of four pig-breeding counties in Sichuan Province,namely Dujiangyan(water source area),Qionglai(hills area),Lezhi,Ziyang(basin area),Jiange,Guangyuan(mountain area),it was found that For the treatment of aquacultured solid waste,the surveyed households mainly used a combination of non-resources treatment and resource treatment,and reached 159 households,accounting for 48.18% of the total sample.For the treatment of aquaculture wastewater,farmers were investigated to use biogas treatment.Or other ways,mainly 129 households,accounting for 39.09% of the total sample.For the treatment of dead livestock,direct burial and the adoption of professional institutions are basically the same,with direct burial up to 99,accounting for 30.00% of the total sample,using professional institutions to deal with 98 households,accounting for 29.70% of the total sample.(3)With the theory of planned behavior,the binary Logistic model is used for four pig breeding counties in Sichuan Province Dujiangyan City(water source area),Qionglai(hills area),Lezhi,Ziyang(basin area),Jiange,Guangyuan(mountain area).Analysis of the wishes of 330 livestock and poultry farmers for environmental pollution prevention and control.The results show that he level of education,the degree of risk preference,the net income of aquaculture,the scale of the farm land,the investment of the farm,the farmer's environmental cognition and the distance from the river,have a significant influence on the prevention and control of the environmental pollution of the livestock and poultry farmers.However,training,government subsidies,distance from farms to roads,have no obvious influence on livestock farmers' environmental pollution prevention intention.(4)Combining with the previous empirical research,the following policy recommendations are proposed for the actual situation in Sichuan: First,increase the investment in basic education by lowering the education and investment costs of farmers,and extensively implementing general education training and professional technicaltraining;Second,encourage farmers to guide their farmers to join professional cooperatives in a full-scale understanding of professional cooperatives and actively leaning on policies;Third,increase financial input to pollution prevention and control facilities,guide social capital to participate in pollution prevention,and improve the comprehensive utilization of livestock and poultry manure.The economic incentive policies and measures to improve livestock and poultry pollution control and compensation measures have enhanced farmers' ability to resist risks;The fourth is to increase the environmental awareness of the news media and raise the environmental awareness of farmers;Fifth,the farms are encouraged through reasonable site selection and scientific planning,and according to the actual situation of the culture area,the quantity of livestock and poultry breeding is controlled,and the environmental pollution of the livestock and poultry industry is controlled from the source.
