Study On The Legislation Of "One District One Law" In Hengshui Lake National Wetland Park

As the largest freshwater lake wetland in north China,Hengshui Lake Wetland is a very important ecological resource in water shortage area.With the increasing of production water,the water resources of Hengshui Lake wetland have been scarce.Faced with the situation of constant destruction,there are problems in law enforcement management,interest coordination,public participation and so on.There are many ways to protect the wetland of Hengshui Lake,in which the legal means is especially important.The protection law of wetland in our country is not perfect and the legislation is insufficient.For the protection of Hengshui Lake Wetland,the regional wetland "one district One law" should be developed to protect and exploit the local regulations of Hengshui Lake Wetland.Firstly,the paper introduces the geographical and ecological environment of Hengshui Lake Wetland,then explains the legal terms related to Wetland Park.Then the Hengshui Lake Wetland and the state-related system of understanding,for the legislative thinking to lay the foundation for the study.Then it introduces the important practical significance of wetland legislation in reality,through the legislation of wetland legislation in the country and other provinces in Hebei province,and summarizes the experience for reference,which is used for the protection legislation of Hengshui Lake National Wetland Park.At the same time,the author analyzes the legislation and policy of wetland protection in foreign countries,and unifies the concrete case of Hangzhou Xixi wetland to make a legislative conception of Hengshui Lake Wetland.On the basis of studying the relevant wetland legislation in China and referring to the advanced experience of wetland protection in foreign countries,this paper puts forward some legislative suggestions on the relevant legal system of wetland protection.Firstly,we should construct the wetland legislation system with the core of ecological benefit.We should change the management of wetland elements and change the management mechanism of wetlands.Clarify the existing management institutions,management Authority,the establishment of management coordination mechanism.Strengthen administrative law enforcement means,expand law enforcement authority.To expand the social financing of wetlands and to cultivate wetland management personnel.The combination of closed management and community management,while focusing on the use of a variety of adjustment tools.The establishment of the National Wetland Park Protection Management system,the formation of special administrative organs.To give full play to the role of social organizations,to establish the role of market,better development and use of wetlands.Raise the citizen wetland to protect environmental consciousness and legal consciousness,form the social supervision atmosphere.In order to protect the Hengshui Lake National Wetland Park,we should manage the wetland hierarchically,improve the ownership mechanism of the line,construct the wetland ecological red line and repair the mechanism.
