Evaluation Of Green Development In Shandong Province And Analysis About Spatial And Temporal Differences

"Innovation,coordination,green,open,sharing" concept of development has become the theme of contemporary China's development,and green development is the only way to promote economic growth and reduce environmental pollution.The core problem of building "green Shandong" lies in the scientific evaluation of the green development level of Shandong Province.By looking for key obstacles to green development and exploring the dynamics of green development,according to local conditions to take countermeasures to comprehensively improve the level of green development of the province.17 cities in Shandong Province as a research unit,this paper establishes the evaluation index system of green development level,including economic growth greening degree,resource and environment carrying capacity and government support level,which contains 3 first-level indicators,9 secondary indicators and 30 three-level indicators.CRITIC objective weighting method is used to calculate the weight of each index,and then this paper calculates the green development level of Shandong Province and its 17 cities from 2007 to 2015.Analysis about spatial and temporal differences of green development in Shandong Province show that the level of green development is increasing year by year in the temporal dimension,and it is higher than the national average level.In spatial dimension,the green development level difference of 17 cities is significant.The green development level of Blue and Yellow Economic Zone ranks first in Shandong Province,followed by Lunan Economic Zone,and the development of capital city circle is not balanced.In order to explore the key obstacles and dynamic factors of green development,this paper analyzes the obstacles and regression analysis of influencing factors.The analysis of the obstacle model shows that the main "short board" of the green development contains per capita water resources,R&D expenditure,carbon dioxide emissions.The results of panel data show that there is a significant positive correlation between industrial structure,innovation driving,urbanization level,environmental regulation and green development level.There is a significant negative correlation between degree of industrialization and green development level,among which the effect of environmental regulation is the most obvious.Finally,this paper puts forward some countermeasures and suggestions to construct "green Shandong" from the perspective of the province and the city.
