With the rapid development of China's economy and the rising energy consumption,carbon dioxide emissions continue to increase.China attaches great importance to carbon dioxide emission reduction work and put forward the goal of carbon dioxide emission reduction in the "12th Five-Year Plan" and the Paris Climate Change Conference submitted by the national self-contribution document clearly.The realization of China's carbon dioxide emission reduction targets needs the joint efforts of all provinces.In order to meet the requirements of energy saving and emission reduction,Shandong should put forward specific emission reduction policies and measures according to the actual situation of carbon emissions to achieve the goal of energy conservation and emission reduction without affecting the economic development.How to put forward specific measures and ways to reduce emissions has become an important issue in the future development of Shandong Province.This paper analyzes the economic development,energy consumption and carbon dioxide emissions of Shandong Province.On the basis of this,we evaluate the efficiency of carbon dioxide emissions by constructing a RAM model and use variance coefficient to measure the difference of carbon dioxide emission efficiency in Shandong Province.It is concluded that the difference in the efficiency of carbon dioxide emissions in different regions of 2005-2011 has increased dramatically,while 2011-2014 has slowed down,and the difference in the future will be maintained at a certain level.According to the cluster analysis,the average value of carbon dioxide emission efficiency is divided into four parts,which are fully efficient region,high efficiency,relatively high efficient region,relatively low efficient region and low efficiency.Then,through the test of spatial correlation,it is found that the efficiency of carbon dioxide emission exhibits spatial agglomeration effect and the correlation is positive.It is concluded that the efficiency of carbon dioxide emission in some cities has some regularity in space,and the factors of space must be taken into account when analyzing the factors that affect the carbon dioxide emission.Moreover,we can conclude that the energy consumption structure,industrial structure and urbanization have a negative impact on the efficiency of carbon dioxide emissions,and the degree of external dependence and the level of science and technology support have a positive impact on the efficiency of carbon dioxide emissions by constructing spatial regression model.Finally,some suggestions are put forward to improve the efficiency of carbon dioxide emission in view of the influence factors from optimization of energy consumption structure,actively develop low-carbon industry,reasonable urbanization,encouraging the development of foreign trade,increasing investment in science and technology,improving the cooperation of mechanism about regional carbon emission reduction.
