Excess of greenhouse gas emissions,mainly carbon emissions,aggravates climate and environment deterioration,and then restrict the economic development.China attaches great importance to carbon reduction issues.Provincial allocation of carbon emission permit allowances is an effective way to realize the goal of carbon reduction and a precondition for building a carbon trading market in China.In this research,current situation of provincial carbon emissions is analyzed and carbon emission permits of 2020 are allocated provincially considering fairness and efficiency.Analysis about the current situation of provincial carbon emissions is carried on based on the data of energy consumption and the industrial emissions from 2005 to 2014.Provincial per capita carbon emissions and carbon intensity differences are analyzed as realistic base for allocation of carbon emission permit allowances.The hereditary,egalitarianism and payment capacity principles,weighted particularly,are adopted to allocate carbon emission permit allowances initially from the perspective of fairness.Considering the undesirable property of carbon emissions and the optimization goals of energy and industrial structure,environmental ZSG-DEA model and FCAM are built to optimize the allocation,while population,capital stock,energy consumption,coal consumption as input,GDP,tertiary industry GDP as expected output and carbon emissions as unexpected output.Transforming the carbon intensity target into total amount control goals,the above models are applied to allocate provincial carbon emission permit allowances in 2020.And then contrast allocation solutions of two different efficiency optimization models.Results showed that the allocation results of three fair principles varies greatly and initial fair allocation is obtained on the basis of weighting.Shandong,Hebei,Henan,Guangdong still get relatively more allowances,but difference between provinces is narrowed.The optimization allocation of ZSG-DEA and FCAM are consistent with each other and both consider fairness and efficiency.From the carbon Gini coefficient calculation,it can be seen that the results of FCAM are fairer than that of ZSG-DEA model.Based on the results of FCAM and reduction proportion value of carbon intensity,30 provinces were divided into four categories and corresponding policy recommendations for carbon reduction were put forward.Provinces in category A such as Beijing,Tianjin should maintain the existing policy and provide certain technical and financial support to other provinces belongs to category B,C and D.Furthermore,these other provinces should carry out economic transformation and the energy structure optimization and upgrading of industrial structure positively so as to achieve the best effect of carbon reduction.
