Land use carbon emissions as the main undesired output in the process of economic development,it is the root cause of environmental problems such as global warming,whether a country or region can achieve the development of low-carbon economy has extremely significant significance for its sustainable development.In order to achieve the coordinated development between economic growth and environmental protection,China has begun to gradually carry out related research on the regional carbon emissions trading market mechanism in all parts of the country,and the initial allocation of carbon emissions is the basis for conducting regional carbon emissions trading,therefore,to find a scientific and rational allocation principle and allocation methods for carrying out the initial allocation of carbon emissions,it has become an important issue that need to be solved urgently by our country government and academics.Based on the deep understanding of the interaction between land use carbon emission and economic growth and comprehensively analyzes the temporal and spatial distribution characteristics of land use carbon efficiency in Hubei province,then using the environmental ZSG-DEA efficiency allocation model to realize the carbon emission rights allocation based on land use carbon efficiency in municipalities of Hubei province.The details are as follows:First,introduce the related theory and review the research literature about land use carbon emissions and carbon emission rights allocation.First of all,a comprehensive overview of the theories are related to carbon emissions efficiency and carbon rights distribution,there has external theory,low-carbon economic theory,carbon rights allocation theory,sustainable development theory;And then systematically combing the current domestic and international research literature about land use carbon emissions efficiency and Carbon emission rights allocation,and in view of the existing research is still exist shortcomings,proposed the further in-depth direction need be researched about land use carbon emissions efficiency analysis and carbon emissions right allocation.Second,the interactive relationship between land use carbon emissions and economic growth in Hubei province.Based on the analysis of the present situation of social economic development and land use in Hubei province,by constructing land use carbon emissions calculation model,measure the total amount of land use carbon emissions of 16 cities(except Shennongjia)in Hubei province,and the correlation anddecoupling status between land use carbon and economic growth were elucidated by person correlation coefficient method and Tapio decoupling model in Hubei province.Third,the analysis of land use carbon efficiency in Hubei province.The land use carbon emissions are used as the undesired output variables,and the SBM model based on the undesired output is used to measure the land use carbon emissions efficiency in Hubei province from 2005 to 2014,then detailed analyze the characteristics of land use carbon efficiency in Hubei province respectively from time distribution and spatial distribution.Fourth,based on the amount and intensity of dual constraints of Hubei province municipal carbon emissions rights allocation.Because the traditional DEA technology can not solve the problem of resource allocation,this part constructs the ZSG-DEA efficiency allocation model based on environmental production technology,and take the overall land use carbon technical efficiency maximization as the goal in Hubei province.complete the redistribution of land use carbon emissions in the municipalities of Hubei province in 2014.Then,based on the accumulated ZSG land use carbon emissions and accumulated actual land use carbon emissions from 2010 to 2014,to calculate the ZSG efficiency carbon distribution coefficient and historical carbon emission distribution coefficient of each city in Hubei province.Finally,combined with the total carbon emission control target of Hubei province and the forecast results of GDP about each city in "13th Five-Year Plan" at the end of 2020,and region will be obtained the Hubei province municipal carbon emission allocation schedule and carbon emission intensity constraint index task in 2020.Finally,the conclusions and policy implications.Based on the deep analysis of the interactive relationship between land use carbon and economic development,the spatial and temporal distribution characteristics of land use carbon emission efficiency and the municipal allocation scheme of carbon emission rights in Hubei province,then combined with the macro background that Hubei province urgently need to carry out low-carbon economic development and establish a sound carbon emissions trading market mechanism,propose the carbon emission allocation plan,the implementation measures of energy saving and emission reduction and the path of low carbon economic development mode suitable for each city in Hubei province in the "13th Five-Year Plan" period.
