With the deepening of industrialization and urbanization,increasing of energy consumption,air pollution becomes more and more serious and complicated.Based on the sum-up and analyses of atmospheric environment quality and ladder of management from 2011 to 2015 in Suzhou New Disrtict and introduction of atmospheric environment protection targets.The government is trying to build emissions trading market currently,the initial emission permits of which is based on each enterprises' historic pollutant emissions.This paper aims to focus on how to allocate air pollutants emission permit fair and rationationlity,establishing premise and foundation for emissions trading market.Based on efficiency and fairness,this paper builds the allocation index system of atmospheric pollutants emission permit,including output,exhaust emission intensity,management fees accounted for and the number of jobs provided representing economy,pollution situation,environmental awareness and social contribution.Information entropy method and the variation coefficient method are choosed to assign weight for indexes of emission permit allocation respectively by research and analysis on the existing allocation model.These allocation methods are applied to the emission permit allocation of SO2 and NOx in SND.SO2 and NOx emission permit allocation index base datas are inductived to the industry in the form of enterprise questionnaires.Then assign weight for allocation index after normalization to get two fair and reasonable kinds of industry allocation results by information entropy method and the variation coefficient method compared to the present situation emissionsThe paper chooses gini coefficient method to evaluate two kinds industry allocation results of SO2 and NOx with three evaluation indexes based on fair including output-allocation amount,the emission intensity-allocation amount and the number of employees-allocation amount.The paper allocated SO2 and NOx emissions to enterprise depending on the SO2 industry results based on the variation coefficient method and NOx based on the information entropy method becaused they are more fair according to the principle and values of gini coefficient method,providing the reference to make decision to allocate emissions for the government.
