| With the continuous development of agricultural economy,the greenhouse gas emission caused by agriculture cannot be underestimated.The continuous growth of agricultural carbon emissions and the resulting environmental problems have become the focus of attention,and environmental regulation is currently an important means of responding to agricultural carbon emissions which needs to be standardized and strengthened.This study takes Shaanxi province,a pilot low-carbon province,as the research object.Based on the analysis of the province’s environmental regulations(formula fertilization,comprehensive utilization of straw and water-saving irrigation technology),calculation of agricultural carbon emissions and adoption of farmers’ low-carbon production behavior,and in accordance with the implementation of various environmental regulations and the farmers’ adoption degree of various low-carbon production behavior in different regions,a dual difference model was constructed to empirically test the effect of various environmental regulations on agricultural carbon emissions in different regions.Further,in order to deeply explore the mechanism of environmental regulation on farmers’ behavior,the paper used the factor analysis method to build the index system of farmers’ behavior,and the binary Logit model is used to test the quantitative impact of various environmental regulation policies on farmers’ low carbon production behavior.The research showed that during the period from 2004 to 2017,the agricultural carbon emissions in Shaanxi province were generally in a continuous rising trend,and its growth trend experienced three stages of flat growth-rapid growth-flat growth.Among the total carbon emissions of various factors of production,carbon emissions directly or indirectly produced by chemical fertilizers ranked first;Comprehensive utilization of straw and water-saving irrigation technology had a significant inhibitory effect on the growth rate of per capita agricultural carbon emissions,while formula fertilization had not.In the case of farmers,in terms of the adoption degree of low-carbon production behavior,the adoption degree of water-saving irrigation technology was the lowest,and the adoption degree of straw comprehensive utilization was the highest.There is a certain regional heterogeneity in technology adoption,the adoption rate of farmers’ formula fertilization was higher in Baoji city and Weinan city,the adoption rate of farmers’ straw comprehensive utilization was higher in Hanzhong city and Yulin city,the adoption rate of farmers’ water-saving irrigation technology was higher in Xianyang city and Weinan city.The impact of environmental regulation on farmers’ behavior is reflected in the fact that comprehensive utilization of straw and water-saving irrigation technologies had a significant positive impact on farmers’ low-carbon production behavior,moreover the impact of various environmental regulations on farmers’ low-carbon production behavior was restricted to farmers’ psychological factors,low-carbon knowledge,behavioral ability and land scale. |
