With the increasingly serious global environmental problems,carbon emission reduction has become a major global issue.As a major carbon emitter,China has a huge pressure on carbon emission reduction.At present,the development of large cities is becoming increasingly saturated.The prefecture-level cities represented by small and medium-sized cities are still in the acceleration period of industrialization and urbanization,and are also important subjects of carbon emissions.To this end,how to scientifically assess the carbon emissions of industrial enterprises in prefecture-level cities? How to do a good job in carbon emission reduction for industrial enterprises in prefecture-level cities? It has become the key to China's ability to achieve international carbon reduction commitments as scheduled.As the second batch of low-carbon pilot cities in the country,Zhenjiang City not only has the general industrial characteristics of prefecture-level cities,but also has relevant practical experience in carbon emission reduction.It has made remarkable achievements in the field of carbon emission reduction,but there are still some limitations.Therefore,on the basis of studying the carbon emission mechanism and carbon emission assessment methods of prefecture-level urban industrial enterprises,this paper selects Zhenjiang City as the research object,and evaluates its scale,structure,carbon emission reduction effect and influencing factors in 2001-2017.Zhenjiang City provides a scientific basis for accelerating the process of low-carbonization of industrial enterprises,and also provides reference for industrial carbon emission reduction in other prefecture-level cities.This paper reviews the relationship between carbon emissions and economic growth,carbon emission influencing factors,corporate environmental behavior,carbon emission reduction measures,etc.,based on ecological economic theory,externality theory,corporate environmental behavior theory,and industrial product ecological design theory.Systematic research was carried out in three aspects.Firstly,it analyzes the influencing factors of industrial enterprises' carbon emissions,including industrial scale,industrial structure,energy intensity and energy consumption structure.Based on this,combined with corporate environmental behavior theory,through external environmental analysis and enterprise-level changes.Changes in the industrial sector have constructed a mechanism for the impact of carbon emissions from industrial enterprises in prefecture-level cities.Then,the carbon emissions of industrial enterprises in Zhenjiang City were analyzed and evaluated from different dimensions.Firstly,the decoupling of carbon emissions from Zhenjiang industry in 2001-2017 was studied by the Tapio decoupling model.The results show that from 2001 to 2015,the main decoupling was weak,and the decoupling effect was poor in 2015-2017,which was negative decoupling and weak negative decoupling.The industrial industry is still in the stage of structural adjustment and low carbon remodeling.Secondly,the EKC curve theory is used to study the trend of the increase of carbon emissions in Zhenjiang industry with the increase of wealth.The results show that the per capita industrial carbon emissions increase with the per capita industrial output value and then decrease and then increase the "N" trend.Industrial carbon intensity and per capita industrial output showed a negative correlation linear relationship.Third,through the carbon emission maturity model,the relative maturity of carbon emission reduction and the overall maturity of industrial carbon emission reduction in Zhenjiang industrial segment were analyzed.The results show that from the relative maturity of carbon emission reduction,the overall development of carbon emission reduction in various sub-sectors is at a high level,that is,the final results of carbon emission reduction in various industries are better.The dependence of various industries on traditional energy sources such as coal has led to a low degree of relative coordination,which has also lowered the relative coordinated development of carbon emission reduction in various industries.From the perspective of the overall maturity of carbon emission reduction,the overall development of Zhenjiang industry is high,and it shows a volatility,indicating that the overall carbon emission reduction effect of Zhenjiang industry in different years is remarkable.The overall coordination level is always low,that is,the level of coordination of carbon emission reduction in various industries is relatively poor,and ultimately the overall coordinated development is not high.Industrial structure optimization promotes overall development and overall coordination.Finally,the LMDI carbon emission decomposition model is used to analyze the factors affecting the carbon emissions of Zhenjiang industrial enterprises.The results show that industrial scale expansion is the biggest factor affecting carbon emissions and the only factor that raises carbon emissions.Industrial structure,energy intensity,and energy consumption structure all reduce industrial carbon emissions,and the influence is decreasing.On the whole,the carbon emission reduction of Zhenjiang industrial enterprises still relies mainly on industrial restructuring,and the contribution of technological progress is small.In view of the above measurement results,the carbon emission reduction measures of Zhenjiang industrial enterprises are proposed from the three dimensions of industrial enterprises,government and other social forces,in order to realize the low carbon development of Zhenjiang industrial enterprises.
