In recent years,with the continuous emergence of environmental problems,the speed of economic growth is no longer the only criterion for measuring the level of social development.The consumption of resources and energy and the loss of the ecological environment have become one of the criteria for measuring the level of social development.The level of green economy development has also become a term often mentioned in life.Therefore,while advocating low-carbon and efficient production and green consumption,China has continuously increased investment in environmental protection and hopes to improve the level of green economy development.Although the increasing investment in various environmental protection factors has improved the level of green economy development to a certain extent,the effect is not significant enough.How to better improve the level of green economy development has become a key issue.By studying the status quo of China's regional green economy development level and revealing the regional differences in the level of green economy development,it can effectively provide a basis for solving the imbalance of green economy development and promote the common development of all regions.Since the level of green economy development has a certain agglomeration effect and spillover effect in space,it is necessary to quantify this spillover effect in order to improve the level of green economy development.Based on the resource value loss method and combined with the requirements of green GDP2.0 accounting,an accounting system that takes into account operability and accuracy has been constructed,and the green GDP of 30 provinces,municipalities and autonomous regions(except Tibet)in 2011-2016 was carried out.The development level of the spatial-temporal pattern of green economy is measured and analyzed.The spatial and temporal distribution characteristics of provincial green economy are analyzed by thematic maps,and their spatial correlation is verified by the Moran index.The spatial Durbin model is built to check the spillover effects of environmental protection input on the level of green economy.Research indicates:(1)The level of provincial green economy shows a significant spatial agglomeration and has the spatial characteristics of unbalanced development in the whole country.The level of green economy in the eastern coastal areas is relatively high,while that in the central and western regions is relatively low.In general,The research results show that the per capita green GDP and green GDP index are on the rise and the situation of environmental resources have improved,but the regional economic development has a greater dependence on resources and environment.However,the regional differences of development of green economy are more obvious.The regional differences of development of green economy are more obvious.(2)The growth rate of the green economy development level is quite different,which is exactly the opposite of the level of green economy development.(3)The industrial structure have a significant positive spillover to the level of local green economy.Capital input and environmental legal system are significantly negative.The spillover effect of labor input and technology input is not obvious.(4)Capital investment and labor input have significant positive spillover effects on the level of green economy development in the surrounding areas.There is a significant negative spillover in the industrial structure,and other variables are not significant.The recommendations given in this paper are:(1)The government should harmonize the indicators,strengthen the basic data statistics and provide a unified platform for users to inquire.(2)All regions need to promote the optimization and upgrading of industrial structure,enhance the ability of environmental technology innovation,strengthen the research of new energy,and promote the high-quality development of various regions.(3)Regional cooperation should be strengthened among regions,and regions with developed green economy development levels should provide economic and technical support to areas with backward levels of green economy development.On this basis,all localities should formulate reasonable development plans according to local conditions and achieve common development in all regions of the country.(4)The government should establish an environmental talent introduction mechanism to provide manpower security for future green economy development.
