Research On Key Risk Factors Of Business Aviation Flight Safety

With the development of Chinese economy,the number and scale of business aviation will expand rapidly in the future.Due to the special nature of its passengers,once an accident happens in business aviation,it will have a great impact on society and brought tremendous challenges to business aviation in flight safety.In order to improve the level of business aviation safety management,this study starts with the flight safety of business aviation,studies the flight accidents/incidents of business aviation at home and abroad.At the same time,through researching regulation and manuals,consulting with business aviation experts,etc.finnally,analyzes the risk factors of business aviation flight safety from two aspects including accidents and business aviation operation characteristics,refines key risk factors,and puts forward corresponding suggestions,which provides technical support for the continuous safety management of business aviation.Firstly,in order to study the risk factors of flight safety of business aviation,this paper screens 169 flight occurances/incidents of domestic business airlines,analyzes the causes by using the functional resonance accident model,found and translated 196 foreign business aviation flight accidents/incidents on the NTSB website,then studied the accident reports to determine the cause of the accidents.Combined with the causes of accidents /incidents at home and abroad,the risk factors were analyzed and the weight of risk factors in the accident was determined.Secondly,based on the characteristics of business aviation operations,through the study of business aviation related regulations manual,company research and other means to conduct risk factor analysis,then design and issue questionnaires to determine the risk factors in line with the actual situation of chinese business aviation.Next,invite 5 experts in the business aviation industry scored the importance factors of the flight safety of business aviation,and used fuzzy analytic hierarchy to determine the weight.Finally,Using the grey correlation method to comprehensively weight the weights obtained by accident data and fuzzy hierarchy method,17 key risk factors are determined according to the degree of influence,and corresponding suggestions are proposed,which can help the business airlines to master and control the key risk factors of flight safety.This research can be used to refine the key risk factors of business aviation flight safety,to better determine the key risk factors,and to help the business airlines to targeted control the key risk factors that have a great impact on flight safety and provide support for the establishment of the subsequent indicator system.
