In recent years, as the high risk accident of oil and gas pipelines occurring frequently, the impact is serious. The risk assessment technology of oil and gas pipeline is becoming more and more important. The risk management of pipeline system and the safety risk analysis has also aroused the attention of oil and gas transportation industry. The development and improvement of pipeline risk assessment technology is urgent.Pipeline risk assessment technology is the core content of pipeline integrity management. Carrying out risk assessment on the pipeline can get a comprehensive understanding of the whole pipeline's operation status, identify the pipeline risk factors and the risk sections of pipeline. The result can provide a theoretical basis for the further risk mitigation measures and pipeline integrity assessment. Through quantitative and qualitative analysis and combining with the actual characteristics of West Inner Mongolia natural gas pipeline, the risk evaluation is carried out and the theoretical basis for guaranteing the safety of operation is provided.At first, this paper introduces the concept of risk assessment theory, introduces the research background and significance, as well as the domestic and international development situation. The experience and shortage of oil and gas pipeline transportation accident management at home and abroad are summarized.Secondly, this paper introduces the general methods of pipeline risk assessment, which can be divided into three kinds, qualitative analysis, semi quantitative analysis and quantitative analysis. Their characteristics and applicability are analyzed. The mathematical model of quantitative analysis is established. As the result, the article uses the KENT analysis method. In order to keep the objectivity, a fuzzy analytic hierarchy model is established and the weight of risk factors is adjusted in the base of Kent method. Thus the pipeline risk assessment is more accurate.Again, pipelines are divided into some cells. Every line establishes the evaluation index. Analysis and evaluation are carried out in each pipeline. Each influence factor is weighed. The datas are summed up and analyzed comprehensively.Finally, the evaluation index is established in the pipeline risk assessment, results in a constructive theory. Through using the DNV SAFETI software to simulate and evaluate accident consequence, the risk evaluation of the project is added more realistic results by the simulation results, such as buried pipeline and field pipeline accident consequence simulation.The results provide strong guarantee for the safty of West Inner Mongolia natural gas pipeline's operation status and scientific and high-effective risk assessment.
