With the continuous development of China's economy and rapid urbanization, the transportation sector has become one of the fastest growing economic sectors in China, but it is also the industry with the highest energy consumption and the fastest growth of carbon emissions. The relevant research shows that the carbon emissions generated by fuel vehicles in logistics transportation, which not only restrict the development of the city but also increase the environmental pollution of the city. Therefore,it is necessary to rationally optimize the vehicle routes to reduce the carbon emissions generated by vehicles. At the same time, the Chinese government will promote the application of electric vehicles in urban logistics in order to develop low-carbon economy and green logistics: the introduction of electric vehicles in urban logistics can reduce carbon emissions, noise pollution and traffic congestion to a certain extent, but it has some problems, such as short mileage and difficult charging, which will lead to the inefficiency of logistics distribution.Hence, the paper proposes that electric vehicles and fuel vehicles jointly carry out urban logistics distribution tasks, thereby improving logistics distribution efficiency and reducing carbon emissions. In addition, the demand for logistics and distribution is increasing due to the promotion of online shopping. Many enterprises outsource logistics distribution tasks to third-party logistics companies in order to strengthen their core competitiveness and improve customer satisfaction.Based on the above discussion, this paper conducts the following research on the mixed vehicles open pollution routing problem and algorithm considering carbon tax:Based on the characteristics of urban logistics distribution, this paper analyses the importance and feasibility of the joint distribution of fuel vehicles and electric vehicles in urban logistics. In addition, the paper reviews the calculation methods of carbon emissions, chooses the comprehensive fuel emission model to calculate the carbon emissions generated by vehicles in the transportation process, and converts it into the target cost through the strategy of carbon tax to reduce the carbon emissions generated by vehicles. On the basis of studying different types of vehicle routing problems, the paper believes that the open vehicle routing problem not only meets the characteristics of urban logistics distribution mode, but also can reduce carbon emissions to a certain extent;Secondly, the paper also considers the limitations of the customer's time window,so that customer satisfaction can be improved by reasonably optimizing vehicle routing. Finally, based on the research of pollution routing problems and combined with the advantages of electric vehicles and fuel vehicles, this paper proposes mixed vehicles open pollution routing problem model considering carbon tax.As an extended model of the vehicle routing problem, the pollution routing problem puts forward higher requirements for the model solving algorithm.Hence, this paper adopts the brainstorming algorithm and the differential search algorithm to solve the model, and proposes an improved strategy based on the shortcomings of the two intelligent optimization algorithms that often fall into the local optimum when solving the model: adding sub-gradient strategy and differential mutation strategy to brainstorming algorithm to enhance the local search ability and population diversity for the algorithm. In the differential search algorithm, the random search strategy is replaced by the comprehensive learning search strategy, and the Cauchy mutation strategy is added to enhance the local search ability of the algorithm. Finally, six test functions are used to verify the effectiveness of the improved algorithm.Through the simulation analysis of the improved algorithm and the model, the experimental results verify the effectiveness of the improved algorithm and model. In addition, the paper compares the model of mixed vehicle distribution with that of pure fuel vehicle distribution, and verifies the validity and rationality of the model of the mixed vehicle distribution. At the same time, the paper also analyzes the impact of carbon tax price, vehicle speed and driver's hourly salary on the model and carbon emissions, which provides a reference for logistics enterprises to make decisions and promote green logistics development.
