With the economic development,energy shortage and environmental pollution have gradually become the bottleneck which restricts the healthy development in China.To achieve sustainable economic growth,resource utilization industry of waste tires,a new resource utilization industry has become an effective way to deal with black solid waste?scrap tires?with the support of Chinese national policy.The waste tire resource utilization industry is developing in the competition,striving to achieve social benefit,environmental benefit and economic benefit with technical innovation.The resource utilization industry of waste tire is still in initial stage.In order to provide a scientific accounting method for carbon emission reduction and carbon verification,this paper developed the "Green House Gases?GHG?Measuring,Reporting and Verificating?MRV?methodology in the Waste tire resource utilization industries" and "Chinese Certified Emission Reduction?CCER?methodology of carbon emission reduction by using rubber modified asphalt".MRV methodology is mainly for tire retreading enterprises,reclaimed rubber production enterprises,rubber modified asphalt pyrolysis enterprises and thermal cracking enterprises,including the scope of methodology,determining the boundary of organization and GHG emission computation,accounting the emissions from fossil fuel combustion within its organizational boundaries,process discharge,the discharge of using electricity and heat,and the discharged of sewage produced by production and living."CCER methodology" can be used in rubber modified asphalt production enterprises,the main contents are as follows:the applicable conditions of methodology,the boundary of methodology,baseline alternative scenarios,analysis additionality according to the baseline scenario,calculation of emission,emission reduction,monitoring parameters and monitoring plan etc.In order to verify the feasibility of the two methodologies,a large number of investigations were carried out in this paper.Based on the MRV methodology,this paper carried out the data investigation of energy consumption and calculated the emissions in tire retreading enterprises,reclaimed rubber production enterprises,rubber modified asphalt enterprises and thermal cracking enterprises.Using the CCER methodology,a project of rubber modified asphalt production is selected as a case study in Sichuan Province.Through the analysis of basic information,production data and process flow of the enterprise,it is shown that the enterprise consumes 50 thousand tons of waste tires,producing 150 thousand tons of modified asphalt and 10,230 tons of attached steel wire.The baseline emission include:CO2 and CH4 emissions from waste tires with solid waste treatment,CO2 emissions from production of steel wire,CO2 emissions from production of petroleum asphalt.The following conclusion has been received that the annual emission reduction of the enterprise is about 22,697 tons of CO2e.This project is not the first in the similar projects.After analyze its additionality,we could define it is additional.To sum up,the "GHG MRV methodology in the Waste tire resource utilization industrie" developed in this paper provided a more scientific and practical accounting method for waste tire recycling enterprises,which has certain practical significance."CCER methodology of carbon emission reduction by using rubber modified asphalt"for rubber powder modified asphalt production enterprises had practicability,which can be used as a voluntary emission reduction accounting tool.
