In order to reform the energy system,and to break the monopoly of transportation industry,and to reduce the condition of open-access,relevant departments have begun to prepare for the establishment of open-access system for oil & gas storage and transportation facilities.As the open-access system in the U.S.is the most mature and advanced in the world,which has a complete legal and regulatory system.The open-access system to be established in China should fully learn from the successful experience of the United States.This paper analyzes the background?promulgation and impact of the oil and gas industry' s policies,thereby,this paper puts forward relevant suggestions on the open-access reform of China.The related technologies are the focus of this study,such as conditions of third-party access,information posting,capacity allocation,traffic of transportation,congestion management,network balance,and so on.This paper puts forward specific suggestions on how to establish open-access system in China,and focuses on the application of the third-party access in CNPC West Pipeline.This paper combines the operation status of CNPC West Pipeline,and proposes to apply the permission access system,and to promote the diversification of services,and to allocate capacity by means of centralized reception,public bidding and apply,and designs the balance mechanism of CNPC West Pipeline.Taking West line of the second West to East pipeline as an example,this paper analyzes the residual capacity of each pipe section of the pipeline,and designs the allocation scheme of residual capacity and the balance mechanism of the pipeline system.
