At present,China is facing the dual pressures of greenhouse gas emission reduction and atmospheric pollutant emission reduction.Carbon emissions are homologous to atmospheric pollutant emissions,and they interact with each other.Therefore,a coordinated control strategy targeting the?double reduction?of major atmospheric pollutant emissions and CO2 emissions has become a cost-effective environmental governance option.As one of the economic centers with rapid economic development,rapid urbanization and high population concentration in the Yangtze River Delta region,under the increasing energy consumption and relatively backward environmental governance policies,it is urgent to carry out targeted coordinated emission reduction work.To ensure the effectiveness of the Yangtze River Delta urban agglomeration in the process of controlling atmospheric pollutants and CO2 flexibility.This research systematically reviews and studies the co-effects and co-control of carbon emissions and air pollution at home and abroad in recent years,and builds an analytical framework for co-control of carbon emissions and atmospheric pollutant emissions based on collaborative governance theory;using the reference method of IPCC guidelines and other data collection,the carbon emission inventory and air pollutant emission list of the Yangtze River Delta urban agglomeration were established;The relevant panel data and spatial autocorrelation are used to analyze the emission characteristics of air pollution and carbon emissions in the Yangtze River Delta.The use of geographic weighted analysis to analyze the co-control between carbon emissions and atmospheric pollutants in the Yangtze River Delta urban agglomeration.According to the empirical results,the analysis of the current status of carbon emissions and air pollutant emissions has the following difficulties:the lack of legal binding,the imperfect governance policy mechanism;the limited management system,it is difficult to stimulate the integration between cities;The linkage of departments is not sufficient,and there is a lack of synergy between policies;the degree of information disclosure is different,and the main body participates in the lack of enthusiasm.Finally,the relevant suggestions and countermeasures for co-control are proposed.
