The emergence of global environmental problems such as global warming,species extinction,marine pollution,resource depletion,and smog has made mankind realize the urgency and necessity of managing the environment and protecting their homes,making ecological protection a common concern and concentricity of the world.The real task of working together side by side to govern.Since the reform and opening up,my country’s social management system and mechanism have gradually stimulated the vitality of environmental protection social organizations through continuous innovation.Environmental protection social organizations have played an important role in expanding the supply of public services,expressing public environmental demands,and participating in environmental governance.The national ecological environment governance system is an indispensable and important part of the national governance system,and the effectiveness of ecological civilization construction directly affects the level and degree of modernization of the national governance capacity.In the report of the 19 th National Congress of the Communist Party of China,it was proposed to build a social governance system under the leadership of the party committee,the government is responsible,social coordination,public participation,and legal protection,and social organizations were officially incorporated into the national governance system.Therefore,under the background of ruling the country by law,the participation of environmental protection social organizations in environmental collaborative governance should attract social attention,and build a path for environmental protection social organizations to participate in environmental collaborative governance.The research of this paper is divided into three parts.The first part is the stage of raising questions.Through literature analysis,it sorts out the research status of domestic and foreign environmental protection social organizations participating in environmental collaborative governance,analyzes the research background and research significance of this paper,and analyzes the relevant concepts and theoretical foundations of environmental protection social organizations’ participation in environmental collaborative governance.The second part is the problem analysis stage,which combines interview method and questionnaire survey method to investigate the G environmental protection service center to conduct case analysis,understand the basic situation,and summarize practical experience,which has achieved a good effect of environmental governance,and the cases are representative In order to analyze the problems and reasons that affect the effective participation of environmental protection social organizations in environmental collaborative governance,such as incomplete legal system,insufficient cooperation between environmental protection social organizations and the government,imperfect environmental public interest litigation system,low social recognition,management system The existence of these problems,such as imperfection and insufficient internal governance mechanism,hinders the development of environmental protection social organizations and makes it difficult for the mechanism to participate in environmental collaborative governance to operate effectively.The reasons for the problem include insufficient legal supply for environmental protection social organizations to participate in environmental collaborative governance,lack of cooperative concepts and mechanisms,lack of environmental public interest litigation protection mechanisms,inadequate social and government awareness of environmental protection social organizations,and limitations of environmental protection social organizations’ own capabilities.The third part is the problem-solving stage.Based on the collaborative governance theory and the social joint relationship theory,drawing on the useful experience of foreign environmental protection social organizations,and based on my country’s national conditions,it proposes two internal and external paths for improving environmental protection social organizations to effectively participate in environmental collaborative governance: On the one hand,actively cultivate the external environment.Improve the legal system for environmental protection social organizations to participate in environmental collaborative governance,establish a collaborative governance mechanism between the government and environmental protection social organizations,improve the environmental public interest litigation system initiated by environmental protection social organizations,and deepen the reform of social organization management system;on the other hand,Pay attention to the internal construction of environmental protection social organizations.Strengthen political leadership,clarify the positioning of environmental protection social organizations to participate in environmental collaborative governance,and strengthen the organizational capacity building of environmental protection social organizations.It aims to promote the more effective participation of environmental protection social organizations in environmental collaborative governance,assist social governance,improve the efficiency of government governance,and promote the modernization of the national governance system and governance capacity.
