Taking the Central Asia Gas Pipeline Project as an example,this paper classifies the main stakeholders of transnational oil and gas pipeline project,and identifies and analyzes the conflict among the stakeholders objectively,comprehensively,and emphatically.From the perspective of Chinese Project Management Team,it is proposed for the first time that the main stakeholders' risks in the construction of Transnational Oil and Gas Pipeline Projects should be divided into three levels,the macro-level in countries and governments,the middle-level in the direct participants,and the micro-level interior of China energy investment corporation,which are effectively identified and analyzed.In this paper,three levels' countermeasures of risks from the aspects of mechanism,system and management are proposed,which are Multi-national Coordination Mechanism in the aspect of the national and governmental level,Differentiated Sharing Alliance System among stakeholders in the aspect of direct participation level,and International Engineering Stakeholder Management Model With Chinese Characteristics in the aspect of interior of China energy investment corporation.The paper is not only significant for the ongoing Central Asia gas pipeline project line D to handle complex internal and external stakeholders risk response,but also useful for the stakeholders ' risk management of other Transnational Oil and Gas Pipeline Project.
