China is a big energy country and has huge energy consumption.In recent years,based on the need for energy-based structural reforms,China's growing energy needs are increasingly relying on clean energy such as natural gas and solar energy.Although China's natural gas industry is developing rapidly,compared with developed countries,there is still a gap in China's natural gas infrastructure,especially in the long-distance pipeline construction of natural gas.In addition,there are certain risks in the construction of long-distance natural gas pipelines for natural gas.Risk impacts will cause adverse effects such as lagging schedules and increased costs.Severe risk accidents will easily result in huge losses in personal and property and hinder the smooth implementation of projects.Therefore,risk management of pipeline construction projects is very necessary.This article takes Sinopec's Sichuan-to-East gas pipeline project VI as an example to study the risk management related theories and further study the specific application of risk management in the long-distance natural gas pipeline construction.In theoretical research,through the study of domestic and foreign risk management theories,we have studied and studied specifically the theories and methods of construction project risk management systems including risk identification,risk analysis,and risk response.In addition,reading literature and consulting relevant industry experts are also used to conduct in-depth research on the theory and methods of risk management in the natural gas pipeline construction industry.For the application of the project's fuzzy analytic hierarchy process,but also in-depth study of the concept of fuzzy analytic hierarchy process,development and basic principles.While studying the relevant theories,the preliminary understanding of the construction conditions of the project was carried out by collecting and studying the relevant data of the project of Section VI of Sinopec Sichuan-East Gas Transmission.Including the construction background of the project,the overall overview of the project,such as the construction program,geological and hydrological conditions,organization and management.Focused on the status of project risk management: project risk management and HSE management system under the EPC model.Based on the analysis of the specific risk of Section VI of the Sinopec Sichuan-East Gas Pipeline Project,combined with project professional experience and project conditions,the project factors were classified and evaluated,and the risk factors of the project were identified.The project was based on fuzzy analytic hierarchy process.Conduct risk analysis.Among them,a fuzzy comprehensive index system was constructed on the basis of risk identification,and a fuzzy judgment consistency matrix was obtained.After calculating the weight of each factor and conducting a consistency check,the risk factors were sorted by single factor and total level.On the analysis results of risk factors in the fuzzy analytic hierarchy process,the project risk is evaluated and analyzed,and the project risk factors are evaluated.For each risk factor of the project,specific risk response measures are also proposed.In addition,according to the risk characteristics of the project and the characteristics of the natural gas pipeline construction industry,some plans for risk response are proposed,such as risk monitoring and early warning.These researches and applications enabled Sinopec's Sichuan-to-East China Gas Transmission Project No.VI to better manage risks and reduce risk losses.For the purposes of this article,I hope that the project of Section VI of Sinopec Sichuan Gas Transmission Co.,Ltd.can be used as an example to explore the specific application of risk management for the long-distance pipeline construction of natural gas.Therefore,on the basis of the research of this project,the paper proposes the construction of long-distance natural gas pipelines.Some suggestions and considerations were put forward: the establishment of a cultural mechanism for the risk management of natural gas pipeline construction,the strengthening of risk management talents for the construction of natural gas pipelines,and the enhancement of the management modernization and information construction of the industry.In order to make a little contribution to the development of risk management of natural gas pipeline construction.
