Research On The Path Of Public Ecological Democracy Participation In China In The New Era

Entering a new era,the transformation of the main social contradictions in the field of ecological environment is manifested in the contradiction between people’s growing need for better environmental quality and the insufficient imbalance of environmental development.Faced with the objective reality that the overall deterioration trend of ecological environment in China has not been fundamentally reversed,reforming the government’s environmental governance model and promoting public ecological democratic participation are important contents to alleviate the main contradictions in our society.Ecological democratic participation refers to the public’s participation in environmental decision-making,environmental governance and environmental supervision through various channels or forms,such as environmental hearing,environmental letters and visits,and environmental consultation,on the basis of fully meeting the needs of environmental information,in accordance with relevant national laws and regulations,in order to express the demands of environmental interests and promote effective environmental governance.Promoting public ecological democratic participation is of great theoretical and practical significance for deepening the democratic political reform in China,carrying out Xi Jinping’s socialist ecological civilization thought with Chinese characteristics in the new era and promoting the innovation of political ecological governance model.Since the Eighteenth National Congress of the Communist Party of China,China’s sustained and stable economic development,the deepening of democratic political reform and the construction of socialist ecological civilization have entered an advanced stage,laying an important foundation for public ecological democratic participation.The state has made remarkable achievements in protecting the public’s right to know about the environment,broadening the channels of public participation in the environment,and establishing an environmental governance system.Influenced by the dilemma of public environmental awareness and knowledge structure,the inadequate transformation of local government’s environmental governance function,the limited degree of environmental information disclosure and the weak ability of environmental social organization,there are still some problems in public ecological democratic participation in China,such as limited public subjectivity,unbalanced development of environmental rights and significance,inadequate benign interaction among multiple subjects and participation.And the channel is not smooth and so on.Aiming at these problems,guided by Marxist ecological civilization thought,deliberative democracy theory and Western Ecological Marxist theory,the paper puts forward some countermeasures,such as strengthening the cultivation of public ecological civilization consciousness,promoting the transformation of environmental governance model to multi-subject collaborative governance,broadening the channels of public environmental democratic participation,and further cultivating and developing environmental social organizations.
