In recent years,the production of medical waste is increasing.Medical waste is a dangerous waste and one of the main hazardous wastes.It is a kind of hazardous waste and contains many dangerous substances such as toxic pathogens,synthetic and radioactive pollutants,so its danger cannot be ignored.Due to its dangerous nature,if medical waste cannot be properly collected and transported,it will pose a great threat to human health and the environment.At present,the management joints of medical wastes in China for isolation,storage,transportation,treatment and disposal have not met the requirements of the World Health Organization standards,especially in terms of collection and transportation.Therefore,improving and optimizing the existing operation and management mode of medical waste collection and transportation business as soon as possible has become an urgent problem to be solved.In view of this,in order to prevent and reduce the risk of medical waste transportation,improve the efficiency of collection and transportation,and establish a vehicle scheduling routes optimization model which comprehensively considers economic benefits,environmental benefits and social benefits.This paper firstly analyzes the current medical waste collection and processing mode and current situation in China through online database retrieval data and actual investigation methods,and summarizes the existing problems and deficiencies.Secondly,based on the existing medical waste collection and transportation network model,guided by the corresponding principles and policies,a medical waste collection and transportation network model based on third-party logistics distribution was established,and according to the established network model a routing optimization model for medical waste transportation vehicles was established.In the model,the goal is to minimize transportation costs and maximize the satisfaction of medical institutions and characterized the satisfaction as a penalty cost against time windows.The problem eventually becomes a multi-trip vehicle routing problem with a time window.For the problem and model,we use clustering algorithm to transform large-scale problems into small-scale problems and solve them with CPLEX.Finally,this paper verifies the effectiveness of the model and algorithm by taking the medical waste transportation in Beijing tertiary hospital as an example,and obtains the optimized transportation scheduling scheme to help decision-makers find economic and safe medical waste collection and transportation scheme.
