Environmental protection and ecological construction have been mentioned at an unprecedented level in the whole country.Especially,the protection and management of water environment and water ecosystem is the top priority.Taking the improvement of water environment quality as the core,we should vigorously promote the construction of ecological civilization,ensure the safety of water ecological environment,and punish the black and odorous water bodies of cities.Based on the implementation of the "ten points of water",Guangdong province has formulated the action plan for water improvement in southern Guangdong to further improve the water environment and water ecology of the province.Watershed comprehensive management can create a good ecological environment and solve the black and odour phenomenon of water bodies.The Nanhai District is located in the south of the Five Ridges cultural center,the regional water network is developed,and the North Village water system is the largest water system basin in the South China Sea.As a city with a long and splendid south of the Five Ridges culture as the foundation,the comprehensive management of the river basin is imminent.1.This paper first studies the status of three aspects of flood control and drainage engineering,water environment and water ecology,focusing on the analysis of the water quality of the river,the status of the sewage system and the status of the pollution source,and the quantitative calculation of the water environment capacity,and summarizing the current situation of the river system in the North Village,that is,(1)the drainage and waterlogging system is relatively perfect,but the drainage capacity is not yet available.It can meet(2)the situation of river water pollution is severe,and the task of water environment governance is arduous.(3)the eutrophication of water body is serious,and the ecosystem service function is seriously degraded.2.According to the five principles,such as the goal management and the system management,and the general requirements of water pollution prevention and control action plan and the implementation plan for water pollution prevention and control action plan of Guangdong Province,the current situation analysis and development are carried out,and the water safety of the North Village water system is determined.There are three objectives of the whole guarantee target,water environment improvement target and water ecological restoration target.3,adhering to the guidance of the problems and objectives,and aiming at the water security,water environment,water ecology,water resources,water culture and water intelligence in each stage,the following measures are chosen from the aspects of technical reliability,economic and technological feasibility,target accessibility,and effect persistence.Waterlogging drainage project:according to the short-term and long-term waterlogging,to further improve the city drainage system and drainage system.The flood prevention and security system of "rational layout,combination of storage and discharge,efficient safety and water beauty" was formed through the measures of rainwater engineering,river flood regulation project,waterlogging sluice station project and storage project.Water environment improvement project:in view of the current characteristics of the North Village water system,the long-term requirements for sustainable development and the potential environmental impact of the social and economic development,the water environment protection and control scheme in this basin is mainly combined with the three old reconstruction of the section area,and the complete implementation of the sewage pipe network improvement,sewage treatment,sewage treatment plant upgrading,dispersion,and dispersing Sewage treatment,waste system engineering,urban non-point source pollution control,rural non-point source pollution control,sediment control project,and sediment in situ remediation project,etc.system layout point source,surface source,internal source pollution control measures,In addition,there is a water ecological restoration project for living water engineering.Through the comprehensive management of a series of engineering measures,the water system resources and urban cultural development have formed a better interaction.With water as the carrier and regional characteristics,the watersheds of the North Village water system are formed into the ecological basin of "river smooth,water clear,bank green and Jing Mei",and the business card of Nanhai city is created.Taking Bei Village water system governance as an example,a set of typical ideas for watershed comprehensive management is summarized.
