| In the new period,Suzhou New District’s new development orientation and target vision are "International Innovation new district,a new paradise of True Mountains and rivers ",this objectively determined that the high-tech zone in the further development of the economy at the same time must re-examine the region’s ecological environment,in order to improve the level of regional ecological civilization,we should pay attention to and promote the ecological environment in the township areas.SND has a coastline of 28km in Tai Lake waters,including the Jinshu River drinking water source protection zone in Tai Lake,and two water sources and water intakes of water plants in the Tai Lake drinking water source protection zone,taking on the important ecological mission of tap water supply for Suzhou citizens,the requirement of water quality protection is bound to be strict.Therefore,the water environment of villages and towns along the Tai Lake is an important part of the construction of ecological civilization in the high-tech zone.In recent years,in order to effectively implement the three-year action plan for the SND and rural habitat improvement work,the plan for the construction of SND urban water quality standard areas,and the Special Action Plan for Suzhou,a high-tech zone of the township,Street Water Environment Management has made some achievements.However,due to the influence of economic development,ideology and other factors,there is still a certain gap between the effectiveness of water environment management in some villages and towns and the residents’ expectation for a better ecological environment,there is a gap with the goal of agricultural and rural modernization,which needs the township government to further improve the governance system,improve governance capacity,and provide ecological security for high-quality development.Based on the present situation of water pollution and control in T town,this paper adopts the methods of questionnaire survey and face-to-face interview,etc..By analyzing and summarizing the problems and causes in the process of water environment treatment in T town in recent years,it was concluded that the slow progress of the work,the insufficient regulatory capacity of the township governments.the imperfect construction of the township sewage treatment facilities,the low initiative of the enterprises in the region to regulate the discharge of pollutants,and the low participation of SND and township residents were the main problems in the current process of water environmental governance in T town.On this basis,with the theory of collaborative governance as an analytical tool and the construction of ecological civilization as an analytical perspective,the main factors that restrict the effectiveness of water environment governance are that the coordination mechanism of township government departments is not perfect,the legal system of township water environment governance is not perfect,the construction plan of township water environment governance has not yet formed a system,the implementation of the ecological civilization responsibility of enterprises in the region is not in place,and the ecological civilization consciousness of township residents has not really formed.In view of the above problems,this article selects the domestic and foreign related typical water environment governance successful cases,learning from their experience,to improve the effectiveness of T town water environment governance reference.Finally,based on the facts in T town,this paper puts forward corresponding countermeasures from the perspective of coordinated governance among government departments,enterprises in the region and township residents,etc.,it mainly includes five aspects:improving the grass-roots coordinated governance mechanism,strengthening legal construction and law enforcement at the grass-roots level,accelerating the construction of infrastructure for water environmental governance in T town,strengthening the social responsibility of enterprises in the region to participate in water environmental governance,and establishing a guarantee mechanism for the participation of township residents in water environmental governance,with a view to promoting the overall modernization of agricultural and rural areas,the construction of beautiful and livable towns to contribute to the modest force. |
