Turn pale at the mention of a nuclear,Chinese people understand the radiation hazards,especially after the Chernobyl incident,ordinary people are afraid of the words "nuclear radiation".With the development of society,nuclear technology has gradually moved from military security technology to civil technology,which has been widely used in energy,medical,agriculture,industry,security,scientific research and other aspects.However,due to the risk of nuclear and radiation,with the use of nuclear technology projects more and more,the resulting radioactive pollution problems also follow,affecting the ecological environment and even endangering personal safety,the supervision of relevant departments is essential.At present,the law enforcement and supervision of medical,industrial and other civilian nuclear technology utilization projects under provincial supervision are mainly based on the law on prevention and control of radioactive pollution and its supporting regulations and methods.However,the law was promulgated in 2003 and is still in use,which is not applicable to the current radiation supervision requirements in many aspects.Moreover,radiation environmental monitoring is relatively special,which requires a high degree of combination of radiation monitoring technology and law enforcement management.There are some problems in the regulatory system,many contradictions in the establishment of institutions,and the weak capacity of the monitoring team,which leads to the absence of radiation monitoring.The management of the core technology utilization unit and the associated radiation development and utilization unit in the jurisdiction is disordered,and the over dose radiation,radiation source loss,etc So it happens occasionally,which has a great impact on the environment and surrounding people.Therefore,based on the actual needs of institutional reform,combined with my work practice,in order to simplify the organization and meet the management needs as the principle,using the relevant theories of public management,through comparative analysis,case study,investigation,interviews and other methods,this paper compares the advantages and disadvantages of domestic and foreign radiation environmental monitoring institutions,and takes Jiangxi Province as a case study This paper expounds and analyzes the existing problems and causes of the staff allocation,and puts forward the perfect countermeasures and suggestions from the perspective of the staff allocation in the organizational reform.
