In recent years, complaints and disputes were received requently on the mobile communication base station. This paper discussed the formation and influence of electromagnetic radiation based on the introduction of electromagnetic radiation and mobile communication base station. The research methods and prediction models of electromagnetic radiation in countries were reviewed in the paper. The axial protecting distance and power density of base stations were calculated by using the prediction model of “Guidline on Management of Radioactive Environmental protection”.Take the typical base stations of Lishui city for example, the reliability of the predicted value was certified by comparing and analyzing the predicted data and measured data. The pollution of the electromagnetic radiation caused by the mobile communication base station attracts more and more public attentions. To further understand the influence of the mobile communication base station on the electromagnetic environment, the electromagnetic environmental monitoring data before and after the expansion of communication base station in Lishui City were collected, and analyzed comparatively. The results showed that the influence of mobile communication base station to the environment was less than the management limit of 8 ?W/cm2,more smaller than the public exposure control limit of 40 ?W/cm2.At the same time, some countermeasures and suggestions on how to decrease the electromagnetic radiation and reduce the effect of health were proposed through the analysis of the typical dispute cases in Zhejiang province.
