Tailings pond is an important infrastructure for the production of mine concentrator and a hazard source with high potential energy.Once the overtopping dam break accident occurs in the tailings pond,the sand flow with high potential energy will pour down,which will cause serious impact on people's life and property,agricultural economy and ecological environment in the downstream area.In recent years,as China's emergency management officially entered the era of "big emergency",the state has strengthened the awareness of prevention and control of enterprise production safety.Tailings pond,as the last barrier for mine production safety,should be given enough attention for its safety management operation and emergency response in distress.Therefore,the study on risk assessment and emergency rescue mechanism of overtopping dam break accident in tailings pond is of great significance to the safety engineering of disaster prevention and mitigation and the protection of the downstream region.Based on the research background of Y tailings pond project in Jiangxi Province,and the main research aspects are as follows:(1)AHP-fuzzy comprehensive evaluation method was adopted to evaluate the risk of tailings pond overtopping dam break accident,and the membership degree of the tailings pond at the safety level accounted for 0.845.According to the principle of maximum membership degree,the overall safety status of Y tailings pond was in safe operation state,with good stability and flood resistance.(2)Numerical simulation method was used to simulate the evolution process of overtopping dam-break tailings in 1#dam of Y tailings pond,and relevant rationality analysis was made on the model simulation results.It can be concluded that the evolution of downflow tailings flow conforms to the objective law of sand flow evolution and the simulation results are reasonable.And the corresponding empirical formula is used to estimate and analyze the life loss caused by the dam break accident in 1#dam of Y tailings pond.The calculation results show that once the dam break accident occurs,the downstream life loss will be about 74 people.(3)The emergency management stage of tailings pond overtopping dam break accident is divided into four stages:precaution,preparedness,response and recovery and the connotation of preparedness and response stage is discussed and analyzed emphatically.This paper constructs the emergency rescue organization structure of mass defense and group control,analyzes the emergency situation reporting procedure,and makes some attempts to establish the rescue organization structure of government-enterprise linkage.And take the example of the flood risk of the tailings in the 1#dam of the Y tailings pond,by using ArcGIS technology,the best risk avoidance transfer route is formulated to determine the distance and time required from the evacuation center to the temporary resettlement center,so as to ensure the downstream victims can be moved to the temporary resettlement site at the fastest speed.
