China is a big mining country.With the continuous development and utilization of mine resources,the situation of mine safety production in China is grim.Tailing pond,as the place where tailing is discharged after ore dressing,is one of the major hazard sources of non coal mines.To strengthen the safety risk management of tailing pond is the key point of safety production of mining enterprises in China.As an effective means of modern risk management,safety liability insurance is of great significance in the field of safety production.However,due to the late development of safety and liability insurance in China,the existing research mainly focuses on the implementation mode and system construction,and there is no in-depth research on how to realize the quantitative link between safety risk and safety and liability insurance premium.Therefore,it is an inevitable trend for the future development of safety liability insurance pricing model of high-risk industries in China to establish the calculation method of safety liability insurance premium based on risk assessment,and it is also a gap that needs to be filled urgently at present in China.Based on the above considerations,this paper takes the non coal mine tailings pond as the research object,and puts forward the calculation method of safety liability insurance premium based on risk assessment,in order to provide a reference for reasonably determining the safety liability insurance premium and promote the smooth implementation of safety liability insurance.The main work is summarized as follows:(1)Referring to the latest research results at home and abroad,and based on the theory of accident cause,the safety risk assessment index system of non coal mine tailings pond was constructed from five aspects of "human,material,environment,management and project characteristics",and each index was elaborated in detail.The index system can comprehensively reflect the safety risk situation of non coal mine tailings pond enterprises,and lay a foundation for the safety risk assessment.(2)In this paper,the common risk assessment methods were compared and analyzed.The AHP,entropy weight and division integration method were used to determine the combined weight of the assessment indexes,and a multi-level fuzzy comprehensive assessment model for the safety risk assessment of non coal mine tailing pond was constructed.Through the case analysis,it was proved that theevaluation method can adapt to the multi-level risk evaluation index system well,and the calculation was simple and easy to grasp.On the premise of ensuring the accuracy of the evaluation results,it also meets the economic requirements of the determination of safety and liability insurance premiums.(3)Based on the actual data,the AGA-RBF neural network model was constructed,and the corresponding mechanism between the enterprise safety risk and the safety liability insurance premium was established.Based on the selection of model variables and parameter settings,the paper compared the RBF neural network errors trained by GD algorithm,SGA algorithm and AGA algorithm respectively,and proved that AGA-RBF model had better fitting effect and higher accuracy,which is the safety liability product of non coal mine tailing reservoir in China Pricing provides a more objective measurement method.(4)The case study of M tailing pond in Hunan Province showed that the calculation method of safety liability insurance premium based on risk assessment model and AGA-RBF model was reasonable,which can reflect the actual safety risk situation of the project truly and objectively,and had certain application value.The research results can provide reference for insurance institutions to evaluate the safety risks of enterprises and make appropriate insurance premiums.It is of positive significance to promote the development of safety and liability insurance in China and promote the healthy competition in the insurance market.
