A Study On The Financial Risk Assessment And Control On PPP Mode Of NY Sewage Treatment Project

With the acceleration of China’s urbanization process,there is also an ever-expanding demand for public infrastructure construction.As an essential infrastructure for urban development,urban sewage treatment and recycling facilities are an important support for ensuring residents’ health and safe living and promoting economic development.Under the background of China’s rapid economic development,the problem of water pollution has become more prominent,and the demand for sewage treatment has shown a growing trend.In contrast to the above situation,the sewage treatment facilities in township and county areas have large fluctuations in scale,large quantities,large changes in water quality,and scattered distribution.The sewage treatment project not only has a positive impact on the regional ecological environment,but also plays a protective role,and can effectively protect the growing demand for sewage treatment.However,sewage treatment projects usually have long-term preparation period,high project complexity,and difficult operation.Therefore,there is a possibility that boundary conditions may be adjusted.If the traditional investment model is used to develop sewage treatment projects,the local government’s financial pressure will be too large.The development of the sewage treatment industry has significant obstacles.The PPP model is a new financing channel applied in the field of public infrastructure construction,and is a cooperative way for social capital and the government to achieve mutual benefit and win-win.For public services such as sewage and garbage disposal,projects usually require more capital.Adopting the PPP model in the sewage treatment project can not only effectively alleviate the government’s financial pressure,but also introduce advanced management concepts and technologies,which will improve the quality of public services and project operations.This paper explores the financial risks of applying the PPP model in NY wastewater treatment projects.Based on China’s national conditions,the article conducts a large number of on-the-spot investigations and literature review,and combines with the actual situation faced by the domestic sewage treatment industry to explore the necessity of introducing the PPP model into the NY wastewater treatment project,and to apply the model potential.The financial risks of the deposits are further identified to analyze and control the financial risks of the sewage treatment projects using the PPP model.In addition,this paper discusses and summarizes the various difficulties faced by the PPP model in the NY wastewater treatment project,and then describes the related improvement measures.The final research conclusions show that the PPP model is more feasible in China’s sewage treatment industry.
