Research On Government Regulation Of Natural Gas Industry Under The Perspective Of Supply-side Reform

Under the perspective of supply-side reform,studying and resolving the issue of government regulation in the natural gas industry will play a very important role in promoting the energy revolution in China and successfully completing the reform and development of the natural gas industry.Into the 21 st century,China's natural gas industry has entered a relatively rapid development period,the annual consumption rate maintained at about 16 %,while the comprehensive average annual growth rate of other energy consumption in the same period is only 7.6 %.However,since 2014,China's economic growth rate has slowed down.In 2015,GDP fell to 6.9%,which fell to the lowest level in 25 years.The growth of natural gas market demand has also slowed down significantly,the contradiction between supply and demand has become increasingly apparent,and government regulation has been inefficient.Since then,China's economic development from high-speed growth into high-speed growth stage,namely " new normal" period.The " investment,consumption and export" troika,which has continuously driven China's economic growth for nearly 40 years,has shown weakness,and gradually exposed many structural imbalance between supply and demand contradictions and problems,economic downward pressure increasing.In November 2015,the policy of supply-side structural reform as a national strategy was officially launched.Natural gas is an important part of China's primary energy supply.Under the background of the national strategy of building beautiful China and promoting clean energy,the natural gas industry will become the top priority in the supply-side reform of all energy industries.The supply-side reform of the natural gas industry should not only achieve the goal of optimizing the allocation of resources in the industry,but also accelerate the development speed to fill the energy shortage caused by the withdrawal of traditional energy sources,such as coal and crude oil,so as to give full play to the role of market regulation in order to update the industrial supply structure and supply quality in the specific reform mode of reducing cost,adjusting structure and filling short board,comprehensively promote the upgrading of the natural gas industry,and serve the national strategy.Under the background of the energy revolution,China has put forward high requirements for the reform and development of the natural gas industry.It is necessary to maintain a high growth rate and increase infrastructure investment to promote industrial upgrading.Therefore,in the case of relatively stable aggregate demand,it is urgent to find a new power to promote industrial development from the supply-side of natural gas.In order to solve the deep-seated problems of the natural gas industry,it is necessary to adjust the government's regulatory policies in a timely manner according to the needs of supply-side reform,shift the regulatory focus from promoting demand growth to adjusting the supply-side structure and perfecting market mechanisms,and finally achieving dynamics supply-demand balance in the continuous upgrading of the industry.That is,from the concern about the demand of “need or not "to the supply of "good or bad".To satisfy the demand with high efficiency and high quality supply,only the market and production factors can be effectively linked to improve the efficiency and quality of supply,so that supply and demand can achieve equilibrium again in a higher production efficiency and quality environment.From the perspective of supply-side reform to analyze the problem of government regulation,it will be the right choice to achieve the goal of supply-side reform.Therefore,the government regulation reform is also an important part of the supply-side reform of the natural gas industry,which plays a decisive role in the success of the supply-side structural reform of the natural gas industry.As an important national energy industry,the natural gas industry has long followed the stricter government regulation system.Regulatory pricing and industry access systems have blocked the vast majority of enterprises outside the industry,and only a few state-owned enterprises designated by the government can operate.Today,in this monopoly situation lasted for decades,the regional pattern has been relatively stable,and in order to protect vested interests and previous fixed-assets investment,the industry has formed a strong barrier to entry.In order to break the inherent pattern of natural gas industry,we must make changes from the level of government regulation and guide and restrain the supply-side reform of natural gas industry.This paper combines the natural gas supply-side reform with the theory of government regulation,and carries out a series of research and analysis from theory to practice.Based on the perspective of supply side reform,this paper studies and solves the problem of government regulation of the natural gas industry,and conducts multi-party game modeling based on supply-side reforms and government regulations.At the same time,combining with the actual situation of natural gas industry development and the current situation of government regulation,this paper makes the government regulation suggestions which are the most conducive to the supply-side reform of China's natural gas industry.Chapter 1 is Introduction.This chapter includes two parts.The first part explains the background,significance,method,thought,technical route and writing arrangement of the thesis.The second part is literature review.It collects,sorts and summarizes out the theoretical research results of domestic and foreign scholars on the supply-side reform and the government regulation under the perspective of supply-side reform.Chapter 2 analyzes the theoretical basis of supply-side reform and government regulation of China's natural gas industry.Chapter 3 expounds the current situation of the perspective of supply-side reform of China's natural gas industry,and finds out the main problems,and analyzes the causes of the problems.Chapter 4 analyzes the government regulation of natural gas industry and the result of multi-party game between market players in each link by establishing multi-party game model under the perspective of supply-side reform,so as to get the correct direction of government regulation and better regulation effect.Chapter 5 is international reference of natural gas supply-side reform and government regulation.This chapter discusses the supply-side reform process and government regulation development of natural gas industry in the United States and Britain.And on the basis of reference,explore the choice of government regulation policy in the process of supply-side reform of China's natural gas industry.Chapter 6 gives some suggestions on the government regulation of natural gas industry based on the principle of solving the problem in the perspective of supply-side reform.This chapter defines the ideas,guiding principles and overall objectives of the government regulation reform,and puts forward the implementation path of the government regulation reform from four aspects: price regulation,laws and regulations,incentive regulation and regulatory agencies regulation.Finally,make the conclusion.This part summarizes the main conclusions and points out the further research directions and key problems to be solved in the future.
