| As an important strategic resource and energy,refined oil is connected up stream to refining enterprises,and downstream is closely linked to consumers,and b ecause of its non-renewable resource characteristics,rationalizing the price of refine d oil is crucial in our country’s economic system and price system reform.Our count ry has adopted a planned economic system since the early days of the founding of th e People’s Republic of China,and with the recovery of the economy and the develop ment of productive forces,it has begun to explore the road of marketization,and gra dually established and improved the socialist economic system with Chinese charact eristics.In this process,our country’s economy has gradually moved from high-spee d development to high-quality development.Our country’s industry started late,and refined oil has developed into an important raw material for industrial development,so its price reform has continued to advance with the development of the national ec onomy and the progress of the petroleum industry.The 14 th Five-Year Plan pointed out that in order to continue to promote the energy revolution,the price reform of ref ined oil,as a part of it,also needs to continue to be improved.The market-oriented r eform of our country’s refined oil prices has achieved certain results,but a pricing m echanism that is mainly determined by the market has not yet been formed.In the sta ge of high-quality economic development,in order to improve the use efficiency of r efined oil,reduce industry costs,protect the environment,and promote sustainable e conomic development,it will be an important measure to reasonably promote the ref orm of refined oil prices.There are seven sections been discussed in this dissertatio n,namely introduction,concept and theory,development process,current situation a nalysis,international experience reference,trend and policy support research and co nclusion.This article focuses on the review of the price reform process of refined oil product s,and analyzes the evolution process of the formation of refined oil prices in my cou ntry.From the perspective of combining economic analysis and historical analysis m ethods,according to the formation of my country’s refined oil price reform in differe nt historical stages,my country’s refined oil price reform is mainly divided into five stages,and the reform process and supporting measures of each stage are analyzed.After analyzing the first three stages of government control,namely,single governm ent pricing,dual-track operation and restoration of government pricing,it focuses on the marketization stage that my country has started to integrate with the internationa l market since 1998 and the stage of indirect integration of the international crude oil market.Based on the relevant price theory and price reform theory,and based on th e characteristics and laws in the reform process,this paper analyzes the trend of my country’s refined oil price reform,summarizes relevant experience and enlightenmen t,and considers the balance between people’s livelihood,economy and ecology,and draws lessons from the reform process.Policy support research based on relevant ex perience in and other typical countries.In the process of gradual marketization of my country’s refined oil price reform,the government-controlled mechanism that is in line with the international crude oil mar ket can reflect the supply and demand in the international market to a certain extent,and the practice of linking with international crude oil can also make the "cost" part of the price more affordable.Reasonable,but the mechanism still has shortcomings s uch as lag,excessive administrative control,monopoly nature and information asym metry that make it difficult for cost pricing to reflect the true cost of manufacturers.Therefore,on the basis of summarizing the effects and characteristics of each stage a nd analyzing the current situation of my country’s refined oil industry,this paper dra ws conclusions from the successful practices of other countries.my country’s refined oil price reform should also establish a mature and multi-level petroleum strategic r eserve system,improve the "negative list" system for market access in the refined oil industry,improve the crude oil and refined oil futures markets,and change the role of the government from administrative control.To supervision,indirect supervision i s achieved through reasonable tax and fee policies. |
