Water conservancy project generally has characters of general grand scale,complex technology,long construction period,huge investment and wide range,it brings huge social and economic benefits,also,has different degrees of impact on the natural appearance of upstream and downstream river basin and the surrounding area,natural and humanistic landscape and ecological environment,which is a project with the advantages and disadvantages coexist,and the impact on the ecological environment is diverse.In contemporary society,human beings are faced with serious deterioration of global ecological environment.The concept of environmental protection and sustainable development has been deeply rooted in people's hearts.At present and in the future,the task of water conservancy construction is still very heavy.How to correctly build new projects,run and manage existing projects,properly handle the relationship between water conservancy project construction and ecological environmental protection,and further improve the ability of ecological environmental protection while supporting social and economic development,still needs to continue to explore and study.Environmental impact assessment is one of the important contents in the early stage of a project.On the one hand,it provides the basis for project decision-making;on the other hand,it puts forward the environmental protection plan and various environmental protection measures,which will greatly alleviate the impact on the ecological environment caused by the construction of the project.In this paper,the AHP-fuzzy comprehensive evaluation method is introduced to evaluate the impact of the project construction on the ecological environment by taking the xingan navigation and power hub in ganjiang,jiangxi province as a case study.First of all,recognizing the xingan navigation and power hub's impaction on the environment,influence involves the region ecology,environmental geology,local climate and hydrological regimes(water level,velocity,flow,sediment,etc.),water quality,air environment,sound environment,land resources,land requisition,demolition and resettlement,population health,humanities landscape,society,economy,and other environmental factors,and made qualitative and quantitative analysis on each factor.Secondly,on the basis of introducing the theory of AHP-fuzzy comprehensive evaluation method,according to the principles of scientific,systematic,independent,hierarchical and practical,the comprehensive evaluation index system of the impact of the Xin gan navigation and power hub project on the ecological environment is constructed,and the evaluation standard is determined.Finally,the AHP-fuzzy comprehensive evaluation model is applied to the comprehensive evaluation of the impact of the Xin gan navigation and power hub project on the ecological environment.The results show that the environmental impact assessment results of Xingan navigation and power hub project are weak,according to the five evaluation grade standards of extreme impact,huge impact,moderate impact,mild impact and weak impact.By strengthening the environmental management during the construction period and implementing the environmental protection plan and various environmental protection measures in the construction,the impact on the ecological environment caused by the dam construction will be alleviated to a large extent.Compared to the result took from traditional method according to evaluate the environmental impact assessment related technical regulations,the conclusion is consistent,indicates that using AHP and fuzzy comprehensive evaluation method to the study of water conservancy hub project environmental impact assessment is feasible,conclusions are reliable,operation is simple,can be regarded as a new method for studying water conservancy project environmental impact.
