Approximately,China has 46,500 small hydropower stations,which are extensively scattered around the country.With the increasing development of hydropower resources,the construction and operation of small hydropower stations has faced growing challenges for the reason of ecological protection and resulted in a series of negative impact on the surrounding environment.How to avoid major environmental losses and ecological damage in the process of constructing and operating small hydropower stations,properly handle the relations between hydropower development,construction of small hydropower projects and ecological protection,and achieve the balance between economic returns of small hydropower projects and the protection of ecological environment has become a new topic for the construction and operation of small hydropower stations in China.Therefore,it is imperative to push forward the research of the assessment index system for the impact of small hydropower stations on the ecological environment,so as to provide scientific support for hydroelectricity resource planning and hydropower integrated management in rural areas.Based on the theories and research results pertaining to the assessment of the impact of hydropower stations on the ecological environment both in China and abroad,this paper carries out the research on the assessment index system for the impact of small hydropower stations on the ecological environment in accordance with the characteristics of their environmental impact.The main contents are as follows:(1)Defining the assessment indexes for environmental impact according to the characteristics of the impact of small hydropower stations on the ecological environment and experts' opinions;(2)Adopting the PSR model to establish the assessment index system,quantify assessment indexes and formulate preliminary assessment principles through learning from previous research results with regard to the assessment index system for environmental impact of hydropower stations in China and beyond;(3)Determining the weight of different indexes with the analytic hierarchy process(AHP)on the basis of the PSR-based assessment index system,and creating the evaluation model for environmental impact of small hydropower stations with the synthetic index method;(4)Verifying the rationality of the assessment index system through comprehensive evaluation of two typical engineering projects.
