Study On The Classification And Governance Of Urban Domestic Garbage In Tai’An

With the rapid development of China’s economy,the urban population continues to increase,and the increase in consumption levels is accompanied by an increase in the production of domestic waste.Domestic garbage is occupying scarce land and polluting water and air in a seemingly invisible way.At the same time that domestic waste brings tremendous pressure to the environment,it will also pose a great threat to human physical and mental health.The ensuing "garbage siege" is plagued by cities including Tai’an.If the garbage is not effectively treated,it will seriously restrict Tai’an’s sustainable economic,social and ecological development.The garbage classification and treatment can effectively improve the living environment of the people,continue to develop habits of saving resources,and can significantly improve the level of social civilization.Therefore,how to effectively carry out garbage classification and treatment has become an urgent problem for urban managers in Tai’an City to explore and solve.Based on the theory of public governance and the theory of circular economy,this paper analyzes and defines the concepts of domestic garbage,domestic garbage classification,domestic garbage classification and management by collating the literature,summarizes the development process of Tai’an municipal solid waste classification and treatment,and elaborates the management subjects,working systems,laws and regulations,garbage collection and transportation,disposal,and publicity and dissemination of Tai’an municipal solid waste classification and implementation.Through comparative study and case study,it is found that the practical problems of classified treatment of urban domestic waste in Tai’an City are in the aspects of residents’ participation,government coordination,waste resource utilization,infrastructure supporting,and multiple subjects and so on.This paper analyzes that the main causes are imperfect laws and regulations,imperfect top-level design,inadequate publicity and launch,insufficient supporting funds and so on.At the same time,by comparing the advanced experience of domestic and foreign countries and cities which are relatively mature in waste classification and treatment,this paper,based on the actual situation of Tai’an,studies and puts forward the targeted and operable countermeasures and suggestions in strengthening the leading role of the government,highlighting the main role of the public,and encouraging the participation of non-governmental organizations and companies,so as to promote the further development of the classification and treatment of urban domestic waste in Tai’an.
