Research On The Classified Treatment Of Domestic Garbage In Urban Area Of Tai'an City

In recent years,with the rapid development of economy and society and the progress of urbanization,urban domestic garbage has grown rapidly.The "garbage siege" crisis has increasingly become one of the factors that cannot be ignored that restricts the survival and development of cities.If domestic garbage is not handled properly,it will pollute the atmosphere,soil and groundwater,which will affect the urban ecology and economic and social development.Therefore,the current urban managers are facing an important issue,that is,to implement the classified treatment of domestic garbage,reduce the generation of domestic garbage from the source,recycle recyclable domestic garbage,and promote the harmless treatment of domestic garbage.Domestic garbage classification is a "key little thing" in which General Secretary Xi Jinping personally inquires and personally deploys,and is a major event that affects the lives of the broad masses of people.In April 2015,five ministries and commissions,included Tai'an City in the country's first batch of 26 domestic garbage classification demonstration cities(districts),making it the only selected city in Shandong Province.In March 2017,the National Development and Reform Commission and the Ministry of Housing,Urban and Rural Construction listed Taian City in a model city as a mandatory classification city and became one of the 46 mandatory classification cities in the country.In recent years,Tai'an has seriously carried out the classification of domestic garbage,and has also achieved initial results,but there is still a gap between the comprehensive implementation of domestic garbage classified treatment.Through in-depth understanding of the actual situation of Tai'an City in the municipal domestic garbage classified treatment,to find out the existing problems,carefully analyze the reasons,and further put forward targeted countermeasures and suggestions,is the current city of Tai'an city managers need to think deeply.This article adopts an analysis method combining questionnaire survey method,interview method and comparative research method to deeply understand and seriously study the status,problems and causes of domestic garbage classified treatment in the urban area of Tai'an City,and puts forward relevant countermeasures and suggestions in light of the actual situation.In recent years,Tai'an has implemented a government-led garbage classification model,innovatively implemented the working model of "combining mandatory classification with guided classification" and "combining professional classification with social participation",carried out professional classification and second sorting at garbage transfer stations,constantly improving the daily operation system,improving the level of classification facility construction,and actively carrying out the classification of domestic garbage,initial results have been achieved,but there are also certain problems,mainly including:Sorting,collection and transportation of domestic garbage are not in place;facilities for domestic garbage classification are not enough;technical standards for domestic garbage classification are not clear;insufficient participation of residents,organizations,related companies;classification and treatment of domestic garbage in non-pilot areas lag behind.The reasons for the problems include:Incomplete laws and regulations;imperfect government coordination mechanism;insufficient funding for garbage classification;low marketization of garbage classification;residents' initiative of garbage classification needs to be improved.In view of the above problems and reasons,put forward countermeasures to improve the classified treatment of domestic garbage in Tai'an City:The first is to strengthen the leading role of local governments at all levels,the second is to guide residents to actively participate in classified governance,the third is to encourage other social forces to participate extensively in classified governance,and the fourth is to accelerate the construction of domestic garbage infrastructure.
