Study On The Management Of Emergency Rescue Team In Natural Disaster

Natural disasters refer to disastrous events caused by natural causes.The management of natural disaster emergency rescue team is to take scientific measures for the whole process of effective team management in daily and natural disasters,so as to ensure the efficient safety of the rescue team and reduce the loss caused by natural disasters.The establishment and optimization of natural disaster emergency rescue team is the necessary means to deepen the reform of government governance and solve the problems of disaster prevention and relief,which requires comprehensive data statistics and scientific data analysis.This paper adopts questionnaire survey method and other research methods on the basis of extensive collection of relevant literature in order to better study the management system of natural disaster emergency rescue teams under the current social background.This paper uses the analysis of the causes of the problem in William Forster Lloyd’ s 1833 book on population,"the tragedy of the common ground," which is a metaphor for"what is shared by the greatest number of people gets the least care."The emergency rescue of natural disasters is the rights and interests of all citizens,but the emergency rescue of natural disasters can only be seen in the occurrence of natural disasters,and its importance is soon forgotten after the disaster,so there are deficiencies in the management of disaster emergency rescue team.561 forest fire professional players in jinan were investigated by online questionnaire,it shows that they have less other correlation work in addition to professional forest fire control work,and the low level of wages,their own salary satisfaction is low,at the same time,their equipment are inadequate.It is concluded several reasons for the management issues through the analysis of the questionnaire,including the integrated command and multi-function operation of the emergency rescue team is insufficient,emergency experts team structure configuration is insufficient,there are some drawbacks in the organization frame construction of the emergency rescue team system and the funds and equipment support of the emergency rescue team,and the whole volunteer teams lack standard.In view of the above problems,this paper analyzes the management problems of natural disaster emergency rescue team in S province,and puts forward some suggestions on strengthening the development of natural disaster emergency rescue team.First,increase the construction of the policy and legal system for disaster emergency rescue,and more importantly,we should make plans at the legal level to realize the integration of various forms,multiple aspects and multiple levels,to realize the combination of information sharing,rewards and punishments,and to provide a sound legal support system for the emergency rescue teams of natural disasters.Second,establish an effective mechanism of unified command hierarchical dispatching,the complexity of the disaster makes it impossible for a single department or government agency to deal with it alone,therefore,resources should be integrated among multiple departments as soon as possible.Third,strengthen emergency rescue plan and on-site di sposal drills,the formulation of emergency rescue plan also plays a decisive role,it is an important part of improving emergency response capability and directly affects the actual emergency rescue effect of emergency personnel.Fourth,increase the professional construction of the emergency rescue team,carry out comprehensive planning and effective integration of the government’ s emergency management agencies,departments of similar types can form joint rescue teams,such as the multi-functional team of flood control in summer and fire control in winter,this can avoid redundant construction,optimize the overall structure of the government rescue force,improve the ability of rescue team configuration.Fifth,increase the funds and equipment input of the fire emergency rescue.Sixth,strengthen the building of the volunteer team of non-governmental organization.The final content is the conclusion and prospect.The country attaches great importance to the natural disaster emergency rescue,but the natural disaster emergency rescue teams are obscure,no one would have noticed such an ordinary but brave group if it is not a major disaster or a lot of people died.We must accelerate the establishment and improvement of the management structure of the emergency rescue team,from strengthening the top-level design to multi-pronged and multi-level design,and comprehensively enhance the capacity of natural disaster emergency rescue.
