China is the world's largest coal producer, although the coal mine accident rate is dropped significantly in recent years, there is still a big gap when compared with advanced countries. Currently, the main problems are lack of emergency equipment, professional rescue teams and unified platform with weak management mechanisms. This phenomenon means the establishment of emergency supplies scheduling system is very important. In this article, we focus to emergency supplies scheduling algorithm and corresponding management system. The main contributions are listed as follows:Firstly, the coal mine emergency rescue process(including accident level,distribution of emergency supplies and emergency rescue team) and supplies scheduling strategies are analyzed, then, coal and gas outburst accident is mapping into the distributed constraint satisfaction problem. This problem is described as coal supplies scheduling model, in which many variables and constraints are defined. To solve it, a new emergency supplies scheduling algorithm is designed and implemented.Secondly, with the software design principles, overall architecture, system function structure and MySQL database design are provided, and emergency supplies scheduling management system is implemented with MyEclipse including emergency rescue supplies management, supplier information management and emergency rescue team information management. Furthermore,the emergency supplies scheduling algorithm mentioned above is also employed to optimize the results. This system provides a new schedule method, and improves the efficiency for coal mine emergency rescue.
