Study On Pricing Of Sewage Treatment Service Fee For PPP Project Of Sewage Treatment In S County

In the field of water pollution prevention and control,vigorously promoting the application of PPP model is of great significance to improve the quality of environmental public goods and services supply,as well as to enhance the ability and efficiency of water pollution prevention and control.The quotation of sewage treatment service fee is the focus of social capital.In the process of project practice,there are many cases of project failure due to inadequate pricing of service.In the first bidding process of S county sewage treatment PPP project,because only financial factors are considered,the lack of consideration of risk factors leads to the project flow tender.In view of the insufficiency of PPP sewage treatment project in S County in the pricing of sewage treatment service fee,this paper attempts to quantify the risk factors and adjust the sewage treatment service fee according to the results of risk assessment.Starting with the relevant theory of risk assessment of sewage treatment PPP project,this paper introduces the definition,classification,characteristics,structure and process of PPP model.Then it outlines the public goods theory and principal-agent theory,elaborates the project risk theory,and summarizes the PPP project risk.This work lays a theoretical foundation for further understanding the PPP model and further studying the risk assessment of sewage treatment PPP project.Based on the overview of PPP project of S County Sewage Treatment Plant,the necessity and feasibility of applying risk assessment to service pricing are analyzed from the perspective of the government.In identifying the risk factors of S County Sewage Treatment Plant,this paper refers to the existing research and the risk factors disclosed by the Ministry of Finance in the national demonstration project,25 risk factors of sewage treatment PPP project in S county were summarized.Finally,combining Analytic Hierarchy Process with Grey System Theory,establishes the risk assessment model of S County Sewage Treatment Plant,evaluates and predicts the probability of each risk index.According to the preset pricing rules of S County government,the evaluation results are applied to the PPP project service pricing of S county sewage treatment plant.The results show that the adjusted pricing meets the expectations of the government and social capital.Taking S County Sewage Treatment Plant as an example,this paper analyzed how to select risk indicators and evaluate project risks,and applied the results of risk assessment to the practice of service pricing adjustment.The establishment of the riskindex system and the implementation of the risk assessment model are beneficial attempts to solve the problems related to service pricing in the sewage treatment PPP industry.The risk assessment index system and assessment model have a certain reference value for other similar projects.
