After the rapid development of Chinas economy under industrialization,the environmental problems caused by industrialization have gradually become the focus of public concern.In the context of the current supply-side structural reform,how to reduce environmental pollution,break through the shackles of economic development,and how to formulate appropriate environmental regulation policies based on national conditions and economic development conditions have become topics worth thinking about and studying.Obviously,the most direct means to improve the level of environmental regulation is to strengthen the constraints on the pollution control of enterprises,but it is bound to lead to the increase of production and operation costs of enterprises,and then affect the location of enterprises and industrial agglomeration in space.By analyzing the relationship and mechanism between environmental regulation and industrial agglomeration,we can deeply understand the internal relation between environmental regulation and industrial agglomeration,which is helpful for local governments to choose environmental policy and industrial policy.This paper first objectively expounds the environmental problems caused by the rapid economic development,and gives an answer to the necessity of the implementation of environmental regulation policies from a practical perspective.Secondly,it summarizes the theoretical research foundation of environmental regulation and industrial agglomeration,sorts out the literature and research status of the relationship between environmental regulation and industrial agglomeration,and analyzes the influence mechanism of environmental regulation on industrial agglomeration.Next,it explores the spatial-temporal evolution of Chinas environmental regulation and industrial agglomeration from 2008 to 2015 to find the spatial correlation between them.Then the spatial correlation of industrial agglomeration is verified through a series of spatial correlation analysis.Selection of Chinas 30 provinces except Tibet domain sample data,using 0-1 adjacency matrix and geographic distance weighting matrix space,through the model suitability test and Hausman test to determine the use of space doberman fixed effect model to empirical research and direct effect and indirect effect decomposition,through empirical results analysis of environmental regulation on industrial agglomeration effect,finally using generalized quantile regression to robustness test.The results of this paper show that environmental regulation has significant spatial spillover effect on industrial agglomeration,and presents the characteristics of geographical correlation and external spillover.The environmental regulation level and industrial agglomeration level of a region are not only affected by the policy or resource endowment of the region,but also influenced by spatial correlation due to geographical proximity.Based on spatial doberman fixed effects model,according to the empirical study of environmental regulation on industrial agglomeration are positive and direct effect and indirect effect coefficient were significantly,shows that the regional industrial agglomeration force not only from the level of environmental regulation in the region,also comes from the influence of the level of environmental regulation of the adjacent area,the improvement of environmental regulation in our region of this province and neighboring provinces of industrial agglomeration have promote role;According to the improvement of local industrial agglomeration level,environmental regulation will produce heterogeneous effects which are firstly suppressed and then promoted;At the same time,this paper also proves that,due to the interaction of knowledge spillover,environmental regulation has a mechanism of technological innovation compensation effect on industrial agglomeration.
